RECOMMENDED ACTION
1. Authorize the acceptance of Federal Telecommunications Act of 1996
E-Rate funds for Santa Ana Public Library technological development.
2. Approve an appropriation adjustment recognizing $7,040 in cash
. reimbursement in the Library revenue account (account no. 153-01-5351)
and appropriate the funds to the expenditure accounts (account nos.
153-215-6641 and 153-215-6661) for data and telecommunications
equipment.
DrscussrON
The Federal Telecommunications Act of 1996 provided Universal Service
provisions subsidizing the Educational Rate (E-Rate) Program. The program
provides discounts and reimbursements on telecommunication services based
on "the relative poverty and rural/urban nature of the community served."
The discounts and reimbursements are provided to the Library to increase
automated and networking access for patrons and all Santa Ana Unified
District schools. The Library has received $7,040 in cash reimbursements
of an expected $37,374 in telecommunication discounts and cash
reimbursements awarded for FY 03/04.
FrSCAL XMPACT
The appropriation adjustment will enhance the library services revenue
account (account no. 153-01-5351) by $7,040 and the expenditure
appropriation for machinery and equipment and software (account nos.
153-215-6641 and 153-215-6661) by $7,040.
