Adopt a resolution authorizing the City Manager and the Chief of Police to amend a grant award agreement with the California Office of Traffic Safety for an additional $95,392 for a total funding amount of 144,850. ,2. Approve an Appropriation Adjustment accepting the California Office of Traffic Safety (OTS); California Seat Belt Compliance Campaign Grant in the amount of $95,392 into the OTS California Seat Belt Compliance Campaign Program revenue account (account no. 165-01-5357) and appropriating the same amount into the Police Department's OTS California Seat Belt Compliance Campaign Program expenditure account (account no. 165-341-6141). 'DISCUSSION The City Council approved the Police Department's award of a $49,458 grant from the State of California Office of Traffic Safety (OTS) at the October 6, 2004 Council meeting. This grant funding has allowed the Police Department's Traffic Division to conduct special operational training for participating officers and staff. Additionally, the initial funding has provided for a pre-operation seat belt compliance survey, and a 14-day ,enforcement operation specifically targeting seatbelt violations. The OTS has approved an additional $95,392 in funds through this grant program. These funds will provide for an additional 21 days of enforcement in support of the Buckle-Up America/Operation ABC National Mobilization. 20D-1 OTS Grant Funding March 15, 2004 . Chief of Police Police Department Agency 20D-2 LssO3/10/04 RESOLUTION NO. 2004-022 A RESOLUTION OF THE CITY COUNCil OF THE CITY OF SANTA ANA TO EXECUTE .AN AMENDED GRANT AWARD AGREEMENT WITH THE CALIFORNIA OFFICE OF TRAFFIC SAFETY BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF SANTA ANA AS FOllOWS: Section 1. The City Council of Santa Ana hereby finds, determines and declares as follows: A. On October 6,2003, the Council approved Resolution 2003-081, authorizing the City Manager and the Chief of Police to execute a grant award agreement with the California Office of Traffic Safety to conduct operational training and enforcement of seat belt violations in support of the Buckle-Up America Operation. B. The Office of Traffic Safety has selected the Santa Ana Police Department to receive additional grant funding in the amount of $95,392.00. C. The additional Grant funding will alloW the Police Department to provide an additional 21-day enforcement operation specifically targeting seatbelt violations, in support of the Buckle-Up America I Operation ABC National Mobilization. Section 2. The City Council authorizes the City Manager and the Chief of Police to execute an amended grant award agreement with the California Office of Traffic Safety in the amount of $95,392.00, for a total grant amount of $144,850.00. Section 3. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
