NO. 04-020) i {2¡2;a CITY MANAGER CONTINUED TO FILE NUMBER RECOMMENDED ACTION Award a contract to Wondries Fleet Group for the purchase of two midsize extended cab pickup trucks in the amount not to exceed $33,035; and establish an additional $5,000 on the annual blanket contract for . miscellaneous vehicle parts. DISCUSSION The Fleet Maintenance Division's annual Equipment Replacement Program is included in the City's annual budget,. and identifies vehicles scheduled for replacement. Funding is monitored through a depreciation schedule established with each department. Various City agencies utilize midsize pickup trucks to perform routine business. The Treasury and Customer Service Division of the Finance and Management Services Agency utilizes pickup trucks for the water meter reading routes. The Public Work Agency's Maintenance and Sanitation Inspection Division uses pickup trucks for parking control, preceding the street sweepers 011 City roadways. Due to age, mileage and condition, one 1995 S-10 pickup truck has been budgeted and approved for replacement in the current fiscal year. A second 8-10 pickup truck is a model year 2000 and in need of replacement due to a collision, rendering it inoperable. . 22F-1 Contract Award for Midsize Pickup Trucks (Spec. No. 04-020) April 5, 2004 Page 2 The notice inviting bids was advertised on February 11-12, 2004, and bids were solicited. A summary of the bid invitations and bids received is as follows: 34 Invitations For Bid mailed 1 Invitation For Bid mailed to a Santa Ana vendor 6 Bids received Bids were received and opened on March 3, 2004 (Exhibit 1). The bid from Wondries Fleet Group is responsive to the specifications and meets the City's requirements. In addition, the City establishes blanket order contracts with various vendors on an annual basis. The contracts facilitate purchases that are required on a recurring basis and reduce the number of small value orders. However, the purchase of the pickup trucks, when added to the vendor's fiscal purchases, will exceed the $10,000 aggregate total, and requires Council approval. Staff recommends Council approval of a $5,000 blanket order contract. FISCAL IMPACT Funds are available in the Fleet Services Equipment Replacement Machinery & Equipment account (account no. 76-145-6641) for $33,035; and Equipment Maintenance, Garage Operation, Operating Materials & Supplies account (account no. 75-111-6391) in the amount of $5,000. loma f¿' Director and Management ~\') RRC(KM/04-020.2:1i Services Agency 22F-2 . . .
