Award a contract to 4-Con Engineering, Inc., the lowest responsible . bidder, in accordance with unit bid prices in the estimated amount of $1,274,672 for construction of Dan Young Youth Soccer Field at Centennial Park. 2. Approve a Funding Analysis with a total estimated construction cost of $1,593,300. DISCUSSION This project involves the construction of a new soccer field at the Dan Young Soccer Complex within the Centennial Regional Park (Exhibit 1). Construction includes installation of synthetic turf, a drainage system underneath the soccer field and sport lights: In addition, the project includes construction of an asphalt bike trail that connects the Santa Ana River trail to Centennial Road. Once completed, the project will enhance the Dan Young Soccer Complex at the Centennial Park and reduce maintenance costs for the turf. The Notice Inviting Bids was advertised on February 3 and 4, 2004 and bids were opened on February 27, 2004. A summary of the bid invitations mailed, the bids received, and the bid results follows. The lowest bid was submitted by 4-Con Engineering, Inc., for $1,274,672 which is below the Engineer's estimate of $1,500,000. This project has received approval from the United States Department of Housing and Urban Development authorizing the release of federal funds. ENVIRONMENTAL IMPACT Mitigated Negative Declaration No. ER 03-47 was previously prepared and approved for this project and no further analysis is required. FISCAL IMPACT The funding analysis shows a total estimated construction cost of $1,593,300 for the project (Exhibit 2). Funds are available in the Recreation and Community Services Roberti Z'berg-Harris Grant Fund (account no. 161-270-6631) and in the Community Development Block Grant Capital Project Fund (account no. 135-149-6931).
