RECOMMENDED ACTION
1.
Direct the City Attorney to prepare and authorize the City Manager
and the Clerk of the council to execute an agreement with ACCO
Engineered Systems for maintenance and repair services for a one-year
period, with a provision for two one-year renewals, in an annual
amount not to exceed $65,000.

Direct the City Attorney to prepare and authorize the City Manager
and the Clerk of the Council to execute an agreement with Western
Allied for maintenance and repair services for a one-year period,
with a provision for two one-year renewals, in an annual amount not
to exceed $25,000.
DISCUSSION
The operation of City facilities including the Police Department and Ross
Annex are served by various mechanical systems. To maintain these systems
in good working condition it is vital to have preventative maintenance and
repair services available. The preventive maintenance and repair services
recommended by staff will include materials, skilled labor, supervision,
tools and supplies, testing equipment, and inspections. These services
will ensure that City mechanical systems operate efficiently, safely and
meet all applicable laws and regulations.
On January 22, 2004 five requests for proposals were mailed to five
vendors. On February 27, 2004 two proposals were received, one vendor
declined the invitation, and two did not reply to the proposal. Proposals
were opened on February 28, 2004 (Exhibit 1). The two proposals were
.evaluated on technical expertise, strength of firm, proposal completeness
. and references submitted.

The proposal from ACCO Engineered Systems was responsive to the
specifications and meets the City requirements. ACCO Engineered Systems
will maintain the same price for the first year, and requests a four
percent increase on the second and third year. .
The proposal from Western Allied was also responsive to the specifications
and meets the City requirements. Western Allied will be used as an
alternative if ACCO Engineered Systems is unable to meet a request as a
result of overall work load. Western Allied will maintain the same price
for the first year, and requests a three percent increase on the second
and third year.
FISCAL IMPACT
Funds are available in the Police Department Fund, Maintenance and Repair
Machinery and Equipment account (11-350-6291) and (73-105-6291).
