RECOMMENDED ACTION

Approve an appropriation adjustment recognizing $192,281 in
unanticipated revenue awarded to the City of Santa Ana by the County
of Orange Housing and Community Services Agency.
2.
Direct the City Attorney to prepare and authorize the City Manager
and the Clerk of the Council to execute an Agreement with the County
of Orange to administer the National Emergency Grant.
D:ISCUSS:ION
On February 19, 2004, the County of Orange, on behalf of the Orange County
Workforce Investment Board, approved a National Emergency Grant (NEG) Cost
Reimbursement grant to the Santa Ana W/O/R/K Center for $192,281. The
$192,281 is the first of two allocations that, when fully funded, will
total $470,000. The amount of the second allocation will be contingent
upon the expenditure level achieved from the first allocation.
This contract will allow the W/O/R/K Center to provide services to
employees of the technology and transportation industries who are affected
by layoffs and downsizing. Services will include job search activities,
counseling, assessment, training and supporti ve services. Staff
anticipates serving 46 participants. This program will operate for eleven
months and terminate on December 31, 2004.

Upon approval of the appropriation adjustment, funds will be available in
the Orange County NEG - Technology account (account no. l24-3l1-various)
and the Orange County NEG - Transportation account (account no. 124-312-
various) .
