CITY COUNCil MEETING DATE: APRIL 5, 2004 CLERK OF COUNCil USE ONLY: TITLE: APPROVED ¡:¡ As Recommended ¡:¡ As Amended ¡:¡ Ordinance on 1st Reading ¡:¡ Ordinance on 2nd Reading ¡:¡ Implementing Resolution ¡:¡ Set Public Hearing For PROPOSED AMENDMENTS TO FISCAL YEAR 2003-04 BUDGET FOR POLICE, FIRE AND LIBRARY DEPARTMENTS f/ r;2A7a CITY MANAGER CONTINUED TO FILE NUMBER RECOMMENDED ACTION Adopt a resolution amending the City's Fiscal Year 2003-04 budget to add, delete or reallocate positions in the Police, Fire and Library Departments. .DISCUSSION The Fire Department conducted a review and analysis of the Fire Department's functions and structure in relation to current and anticipated budget constraints. This analysis, assisted by the Personnel Services Department, included an examination of the duties and responsibilities of various job classifications and an evaluation of workload. As a result of this review, the Fire Department is proposing to eliminate four positions, add one position and reallocate one position from the Library to the Fire Department. Specifically, the Fire Department proposes that one Secretary and three Senior Office Assistant positions be deleted from the Fire Department budget. The Department also proposes to add one Accounting Assistant position and to reallocate one Principal Management Analyst position from the Library to the Fire Department. These changes will result in greater efficiency and effectiveness in meeting Department obj ecti ves, as well as ensure that assigned job classification titles accurately reflect the work to be performed. The Police Department has conducted a similar review of positions wi thin the administrative unit of the Police Department. As a result, the Department proposes that one Senior Accounting Assistant position and one Senior Office Assistant position be deleted from the Department's budget and that one Management Aide position be added to it. RESOLUTION NO. 2004-026 A RESOLUTION OF THE CITY COUNCil OF THE CITY OF SANTA ANA TO AMEND THE CURRENT ANNUAL BUDGET TO ADD, DELETE AND REALLOCATE FUll TIME POSITIONS IN THE FIRE DEPARTMENT, THE POLICE DEPARTMENT AND THE LIBRARY. BE IT RESOLVED BY THE CITY COUNCil OF THE CITY OF SANTA ANA AS FOllOWS: Section 1: The City Council hereby finds, determines and declares as follows: A. On June 16,2003, the City Council passed and adopted Ordinance No. NS- 2632 establishing the City's Annual Budget and authorizing position allocations for Fiscal Year 2003-2004. The Ordinance also set forth the requirement that alterations in the allocation of authorized positions must be approved by the City Council. B. The Fire Chief proposes to amend the position allocation in the Annual Budget for Fiscal Year 2003-2004 by deleting four (4) full time positions, adding one (1) full time position and reallocating one (1) full time position. C. The Police Chief proposes to amend the position allocation in the Annual Budget for Fiscal Year 2003-2004 by deleting two (2) full time positions and adding one (1) full time position. D. It is now desired to amend the Fiscal Year 2003-2004 Budget, as amended, in order to effect these changes. . Section 2: That the current Annual Budget for Fiscal Year 2003-2004, as amended, is hereby further amended by: A. Deleting from the Fire Department one (1) Secretary position and three (3) Senior Office Assistant positions. Deleting from the Police Department one (1>" Senior Office Assistant position and one (1) Senior Accounting Assistant position. B. C. D. Adding to the Fire Department one (1) Accounting Assistant position. Adding to the Police Department one (1) Management Aide (UC) position. E. Reallocating one (1) Principal Management Analyst (AM) position from the Library to the Fire Department. 55C-3 Section 3: That except as amended by this Resolution, all other provisions of the Annual Budget for Fiscal Year 2003-2004, as amended, shall remain in full force and effect. .
