FILE NUMBER
Direct the city Attorney to prepare and authorize the City Manager and
Clerk of the Council to execute an agreement with Harper and Associates
in the amount of $46,880 plus a contingency of $10,000 for a total
.project amount not to exceed $56,880 for the design of exterior coatings
and seismic retrofit of the East and West Reservoirs.
DISCUSSION
The City's East and West Reservoirs are located at 1730 S. Santa Fe
Street and 207 S. Mountain View Street respectively (Exhibit 1). They
are both above ground 6 million gallon circular steel tanks, constructed
in the 1960's. The exterior coating on both tanks is deteriorating and
needs to be re-done. In addition, both reservoirs require safety
upgrades and seismic retrofits to bring them into compliance with current
standards.
Requests for proposals to prepare plans, specifications and cost
estimates were sent to five qualified engineering firms. Four responses
were received and evaluated on technical merit by a four-member selection
committee. The sealed fee proposals of the top three ranking firms were
then opened. Listed below are the scores and proposed fees of these
three firms.
