HomeMy WebLinkAbout25H - ENGINEERING SRVC REQUEST FOR .COUNCIL ACTION ~ ~ CITY COUNCIL MEETING DATE: CLERK OF COUNCIL USE ONLY: APRIL 19,2004 TITLE: f RECOMMENDED ACTION Ma CITY MANAGER APPROVED 0 As Recommended 0 As Amended 0 Ordinance on 1" Reading 0 Ordinance on 2"" Reading 0 Implementing Resoiution 0 Set Public Hearing For AGREEMENT FOR ENGINEERING SERVICES WITH HARPER AND ASSOCIATES CONTINUED TO FILE NUMBER Direct the city Attorney to prepare and authorize the City Manager and Clerk of the Council to execute an agreement with Harper and Associates in the amount of $46,880 plus a contingency of $10,000 for a total .project amount not to exceed $56,880 for the design of exterior coatings and seismic retrofit of the East and West Reservoirs. DISCUSSION The City's East and West Reservoirs are located at 1730 S. Santa Fe Street and 207 S. Mountain View Street respectively (Exhibit 1). They are both above ground 6 million gallon circular steel tanks, constructed in the 1960's. The exterior coating on both tanks is deteriorating and needs to be re-done. In addition, both reservoirs require safety upgrades and seismic retrofits to bring them into compliance with current standards. Requests for proposals to prepare plans, specifications and cost estimates were sent to five qualified engineering firms. Four responses were received and evaluated on technical merit by a four-member selection committee. The sealed fee proposals of the top three ranking firms were then opened. Listed below are the scores and proposed fees of these three firms. FIRM SCORE FEE Tetra Tech Consulting Engineers 90 $107,000 . They were the second ranked firm based on technical merit and submitted the lowest cost proposal. Their proposal demonstrated that the firm has extensive experience with similar projects, a good understanding of the project goals and objectives, and a strong project team. ENVIRONMENTAL IMPACT There is no environmental impact associated with this action. FISCAL IMPACT Funds are available in the Water Enterprise Capital Construction Fund (account no. 66-579-6635).
