Incumbents in these part-time, non-safety classifications will be assigned duties currently performed by full-time sworn personnel, and will allow the Department to deploy the latter in other police activities. Background Investigator will be used as needed to conduct background investigations on applicants for both sworn and non-sworn City positions. These duties were previously performed by full-time Police Officers who have been reassigned to Field Operations to increase the number of sworn posi tions performing patrol duties. The reassignments in turn have created a backlog of background investigations that must be completed in order to hire additional Police Department personnel Jail Transportation Officer will be used to transport inmates from the jail to court, medical facilities, and other destinations for which an armed escort is required. Currently, a sworn off icer is removed from patrol duties to perform this assignment, and these occasions have increased as the need to transport inmates has increased. The creation of this part-time classification will allow the Department to continue to .fUlfill its obligation to transport inmates without reducing the number of Police Officers who are assigned to regular Police Officer duties 0 55C-1 Proposed Amendment to Add Two Part-Time Classification Titles April 19, 2004 Page 2 FISCAL IMPACT There is no fiscal impact associated with this action. RESOLUTION NO. 2004-030 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NO. 82-110 TO AMEND THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN TO ADD TWO NEW PART TIME CLASSIFICATION TITLES IN THE POLICE DEPARTMENT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1: The City Council hereby finds, determines and declares as follows: A. Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council. B. On August 2, 1982, the City Council passed and adopted Resolution No. 82- 110 revising and re-establishing the Basic Classification and Compensation Plan for Officers and Employees of the City of Santa Ana. C. In order to continue to provide police services in a cost-effective manner, the Police Department proposes to create two new part time classification titles. Section 2: That Section 3.5.1 of Class Titles and Waae Rates for Unaffiliated Cateaories of Non-Civil-Service Part-Time Employment of Resolution No. 82-110, as amended, be further amended by adding the following unrepresented part-time titles, assigned to the five hourly pay steps set forth below: Basic HourlY Waae Rates Effective 04/01/04: Class Title Step A Step B Step C Step D Step E Background Investigator $24.44 $25.66 $26.95 $28.30 $29.72 Jail Transportation Officer $22.16 $23.27 $24A4 $25.66 $26.95 Section 3: That except as amended by this Resolution, all other provisions of Resolution No. 82-110, as amended, shall remain in full force and effect. Section 4: That except as stated otherwise above, this Resolution shall be operative from and after April 19, 2004.
