Motion: 1. Direct the Agency General Counsel to prepare and authorize the
Executive Director to execute an agreement with the California
State University, Fullerton Foundation (CsUF) to amend their
contract to operate the Grand Central Art Center for an additional
20 years and include a provision that during years 21-30, the
CsUF may request that the City Council terminate this lease upon
one year's notice due to economic hardship or other unforeseen
circumstances, which request shall not be unreasonably denied.
2. Direct the Agency General Counsel to prepare and authorize the
Executive Director and Secretary to execute an agreement to
assign this lease to the City of Santa Ana. (AGMT NO. 2004-066)

Catherine Cate discussed urban development and expressed concerns
relative to the parking of vending trucks on French Street
Dixie Tracie expressed opposition to the One Broadway Plaza project and
also expressed concern that tree trimming was done by city staff before
the trees bloom
Emma Hart stated that she was opposed to the One Broadway Plaza
project
Alma Ramirez addressed Council relative to complaints about certain city
employees

Council member Garcia
. Noted that the Ad Hoc Committee for the One Broadway Plaza project
met on March 18, 2004. He further noted that at this time private
negotiations are in progress and the committee is working on a deal
point memoranda

Councilmember Solorio
. Stated that there will be public hearings at both the Planning
Commission and the City Council relative to One Broadway Plaza
project; he noted that the Ad Hoc Committee, staff and the developer
are in the negotiation process. The public will be advised of the dates
and times of the hearings
. Asked staff to review the procedures used in tree trimming and pruning
and seriously consider the suggestion made under public comments;
he further asked for a report in writing
. Reminded residents that tax day is April 15 and encouraged anyone
needing help to contact the Legal Aid Society of Orange County which
provides a free service, and which will explain the tax credit for families
. Congratulated Rip Ribble and the Parks, Recreation and Community
Services Agency on their efforts in making synthetic turf a reality in
Santa Ana
.
Councilmember Christv
. Announced that on April 7, 2004 at 11:30 a.m. at the Discovery
Science Center, Fan Yang, Master of the soap bubble, will attempt to
break the Guinness Book record with fifteen people in a bubble; she
encouraged residents to attend Bubblefest VIII showing from April 3
through April 18, 2004
. Asked Chief Walters to report on the program sponsored by the
Brotherhood of the Badge for police officer training in Iraq which would
utilize surplus equipment from police departments in other countries;
Chief Walters reported that there is a great need for small firearms,
bullet proof vests and helmets. These items are generally discarded
after their life cycle; the SAPD has been asked to donate surplus
equipment. Chief Walters stated that he will be forwarding a request to
the Council to participate in this program
. Noted that at the National League of Cities Meeting in Nashville,
Tennessee, she saw an exhibit from Tibet in the Library; she further
noted that she got a letter from the Nashville Library thanking her and
Peter Keller from Bowers Museum for donating the book "Treasures of
Tibet" to the exhibit
. Wished everyone a happy Passover and Easter

. Thanked all the applicants for Community Development Block Grant
funds and thanked the Human Relations Commission for their hard
work
. Noted that she believed it was taking too long to draft an ordinance
relative to vending trucks
. Congratulated the French Court neighborhood on its reorganization
. Announced that there is a Thomas Kinkade exhibit at the CSUF Grand
Central Art Center as well as the Cal State Fullerton Main Gallery,

COMMENTS
Visual Arts Center in Fullerton. The Exhibit will be shown from April 3-
June 27, 2004 at the Grand Central Art Center
. Announced that the Floral Park Home Tour will be held April 24-25 and
the Wilshire Square Home Tour will be held June 26-27.
Council member Alvarez
. Thanked the Council for its support on Item 85A and asked staff to
send the Council background information on this item
. Stated that she would like a more detailed presentation given on the
One Broadway Plaza project.
. Thanked the Human Relations Commission and the applicants for all
their efforts in the Community Development Block Grant funding
process
. Announced that the Mariachi Festival will be held May 8, 2004 from 2-5
P.M.
Mavor Pro Tem Franklin
. Encouraged residents to attend both the Floral Park and Wilshire
Square Home Tours and further recommended that residents volunteer
as docents at these events
. Announced that on May 1, 2004 at the Huntington Beach City Council
Chambers, there will be an event sponsored by Congressman
Rohrabacher entitled "Citizens for Protecting the Homeland: How you
can protect your family"
. Congratulated Mayor Pulido on his reappointment to CalSTERS by the
Governor

. Noted that he would be against a $10,000 minimum limit for
Community Development Block Grant funding. He noted that there
were 34 organizations that are being recommended for less than
$10,000 and all provide needed services in the community, and, even if
it takes more time, it is very important to look at every single request
regardless of the amount
