Department of Housing and Urban Development.

The Community Development Agency receives funding from various formula
grant allocation programs through the Department of Housing and Urban
Development (HUD). These programs include Community Development Block
Grant (CDBG) , HOME Investment Partnership Act (HOME), Emergency Shelter
Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA).
These funds provide for affordable and supportive housing, community
development programs, social services and economic opportunities.
According to program regulations, since Santa Ana is the most populous
city in the County, HOPWA funds are provided to the City for use
Ahroughout the County to address housing and supportive services for
~ersons with HIV/AIDS.

Prior to 1995, each of these programs required separate application and
reporting procedures. Beginning in 1995, HUD required the submission of
the Consolidated Plan, which is a five-year comprehensive planning
document and application. A Consolidated Plan Annual Update (Exhibit 1)
must be submitted to HUD, which describes a strategy to meet the needs of
the community and identifies resources and programs that can be used to
address them. The Annual Plan establishes a one-year investment plan
that outlines the intended use of resources in fiscal year 2004-2005.
The proposed Consolidated Plan reaffirms the established policy of
allocating funding in neighborhoods where programs and resources would
have a maximum impact. In addition, key programs will continue to be
operated throughout the City in order to better serve the diverse needs
in the community. HUD regulations require that the Consolidated plan be
available for a 30-day public review period prior to being finalized to
provide the residents of each jurisdiction the opportunity to offer
comments. On March 10, 2004 and March 24, 2004, notification was
published that the draft plan was available for review beginning March
II, 2004, and that the public hearing would be held on April 6, 2004.
On April 6, 2004, the Community Redevelopment and Housing Commission held
a public hearing to receive comments on the draft plan. The 30-day
public comment period concluded on April 9, 2004. All written comments
and comments received at the April 6, 2004 Public Hearing have been
included in the draft plan.
