Discussion
On September 18, 2000 the City of Santa Ana entered into an 18-month
agreement with the United States Department of Health and Human Services to
develop a Metropolitan Medical Response System (MMRS). The MMRS included
the coordination of multiple health and first-responder agencies throughout
the county in the development of an all-inclusive response and mitigation
plan, as well as the identification of training requirements for the MMRS.
The MMRS will be a principal resource in responding to the health and
medical consequences of large-scale incidents involving weapons of mass
destruction.
The equipment list identified under the MMRS plan includes hazardous
material equipment. Equipment purchases include adapters and cartridges
for use with the Scott breathing apparatuses, basic rescue systems, and
rescue systems designed for use in contaminated areas.
The notice inviting bids was advertised on

Bids were received and opened on March 31, 2004 (Exhibit 1). The bids
received from Allstar Fire Equipment, Inc., and L.N. Curtis & Sons are
responsive to the specifications and meet the City's requirements. The
cost of the face protection equipment and rescue systems, when combined
with previous purchases during the current fiscal year from Allstar Fire
Equipment, Inc. and L.N. Curtis & Sons, exceeds the $10,000 aggregate limit
and requires City Council approval.
FISCAL IMPACT
Funds are available in the Fire Department Grants Metro Medical Response
System Grant Other Materials & Supplies account (account number 146-323-
6391) .
