Direct the City Attorney to prepare and authorize the City Manager and
the Clerk of the Council to execute an agreement with Tetra Tech, Inc. in
the amount of $29,900 plus a contingency of $3,600 for a total contract
~ount not to exceed $33,500 for design revisions and construction
~pport for the elevated tank improvements.
DISCUSSION
In October of 2000, City Council awarded a contract to Tetra Tech, Inc,
formerly ASL Engineering, to design and provide construction support
services for improvements to the City's elevated water tank. The site is
located at Fourteenth and Poinsettia Streets in Santa Ana, (Exhibit 1).
Construction bids were received on January 11, 2002, however, only two
bids were submitted and both were significantly above the project budget
amount. Therefore, the construction contract was not awarded.
Since that time, the City has completed some of the improvements with
City forces such as new piping, valve vault, and appurtenances. This new
contract will include revising the plans and specifications to reflect
work already completed, providing construction support services, and
additional work to include:

Inspection, evaluation, and design of new exterior coating
system on the exterior support structure as well as the tank
itself.

Evaluation of existing conditions and design of a new interior
coating system for the water tank.
