DISCUSSION In October of 2000, City Council awarded a contract to Tetra Tech, Inc, formerly ASL Engineering, to design and provide construction support services for improvements to the City's elevated water tank. The site is located at Fourteenth and Poinsettia Streets in Santa Ana, (Exhibit 1). Construction bids were received on January 11, 2002, however, only two bids were submitted and both were significantly above the project budget amount.
