On March 6, 2000, the City Council adopted a resolution establishing the
Santa Ana Workforce Investment Board (WIB) and appointed 33 members. In
accordance with the federal legislation, a majority of the Board and the
Board Chair must come from the private sector. The remaining Board seats
represent education, non-profit organizations, one-stop mandated partners
and local labor organizations.
Currently there are six private sector vacancies, one labor vacancy and
one community-based vacancy on the Santa Ana WIB. After an extensive
recruitment campaign and interview process, six new candidates are
recommended for appointment to the Santa Ana Workforce Investment Board.
Five represent the private sector: Ernest Chapman, President of Chapman
Engineering Inc.; David Conrad, President/CEO of MBC Systems; Michael
Hood, President/CEO of Hood Manufacturing Inc.; Linda L. Simon, vice
President Sponsorship/Mission Services of St. Joseph Hospital; and Andy
Wadhera, President of CALTREND Automotive Products. Reverend Lee de Leon,
CEO of the Templo Calvario Community Development Corporation, has been
recommended to fill the vacant community-based organization seat.
Resumes for the new nominations are attached as Exhibit 1. The private
sector nominees all represent business sectors that are growing in Santa
~a and have hiring needs. Staff will continue to work to fill the
~maining two vacancies on the Board.

Mr. Ernest Chapman is the owner of Chapman Engineering Inc. Chapman Engineering is
a manufactwing company that specializes in the production of metal parts for various
uses, including parts used in the automobile industry. Mr. Chapman relocated his
company to Santa Ana fi-om Inglewood in 1974. He currently has between 40 and 50
employees, many of whom have been with the company since it moved to Santa Ana.
Mr. Chapman has over 30 years of experience in tl1e manufacturing sector; therefore, he
has extensive knowledge of the industry, and also of the current issues affecting
businesses in California. He is also very familiar with many businesses in Santa Ana
since 40% of his customers are fi-om the local area.
Mr. Chapman takes pride in the quality of work produced by his employees, and has
always been proactive in acquiring the latest manufacturing technology to keep his
company al1ead. He believes in rewarding employees for their contribution to the
business. As a result, employees are Chapman are paid competitive wages, and are
treated like fanrily.
Mr. Chapman is very interested in joining the Santa Ana Workforce Investment Board.
He feels that by serving on the board he can give back to the co=m1Íty, and to the city
, that has been the home to his business for almost 30 years. He also would like to bring
his business expertise to the board to help other businesses in the city, especially at tÏÏís
time when the state of California has made it unbearable to do business in the state. -

Mr. David Comad is the President/CEO of MBC systems. MBC perfonns all medical
billing procedures for medical doctors, surgeons, and medical facilities. Mr. Comad co-
founded the company is 1993, and has seen his company grow to its current level of
about 100 employees. Mr. Comad's goal is to see MBC grow to about 300 employees.
At a current growth rate of 25% to 50% per year, MBC is on its way of reaching that goal
fairly soon.
Mr. Comad has many years of experience in the service sector. He is very
knowledgeable about the current issues affecting businesses in California, and about the
skills that are needed for the local Santa Ana workforce to succeed.
Mr. Conrad's business philosophy includes paying employees well, providing excellent
benefits, and creating a work environment where employees can thrive and feel at home.
Employees at MBC are paid above industry average wages, and the company gives 10%
of its profits to employees through its profit shariJ;1g plan. Mr. Comad believes in
rewarding those responsible for the success of his business: his employees. Besides
investing in his company's main asset (employees), Mr. Conrad is also very proactive in
investing in new technologies that keep his company competitive. For example, MBC
Systems is a paperless environment where transactions between units are all done via
computer.

Mr. Conrad is very interested in joining the Santa Ana Workforce Investment Board..JIe
feels that he is at a stage in his life where he would like to give something back to the
co=unity; serving on the board presents that opportmúty. Mr. Conrad. hopes to
contribute to the board's mission by bringing his many years of business experience to
the table, and by helping the board make the decisions that will benefit our current
workforce, and also the workforce of the future.

Mr. Mike Hood is the President/CEO of Hood Manufacturing Inc. Hood Manufacturing
manufactures fiberglass products used in the production of golf carts, fishponds,
landscaping materials, etc. The company was founded in 1945 in Los Angeles County,
but has been in Santa Ana since 1978. Mr. Hood currently has a workforce of 45.
employees, many of whom have been with the company for several years.
Mr. Hood is very knowledgeable about employment and economic development issues. .
He has used the Enterprise Zone tàx incentives, and knows the importance of having tl1e
right workforce. Mr. Hood is currently a member of the Board of Directors for tl1e
American Composites Manufacturers Association (ACMA). ACMA is the world's
largest trade association serving the composites industry.
Mr. Hood firmly believes that good employees always determine the success of a
business, and that good employees have to be rewarded with good pay and a good work
environment. At Hood Manufacturing, every precaution is taken to make sure tl1at
employees have safe working conditions, and appropriate training. Presently, Mr. Hood
is looking at having many of his employees certified in the composites field.
Mr. Hood is very interested in joining the Santa Ana Workforce Investment Board. He .
feels that training our current and future workforce is essential to k-eeping businesses
locally. One of the challenges that Mr. Hood has faced has been finding qua1iñ'èd
employees; he hopes that by joining the board he can offer valual1le input as to thlUype
of training and skills necessary for individuals as well as businesses to succeed.

Mr. Andy Wadhera is the President of CALTREND Automotive Products. CALTREND
is a local manufacturer of automobile seat covers and bras. The company currently has
30 employees; however, during the summer and Christmas months the number of
employees increases to 50. Mr. Wadhera has a strong business background, and hopes to
contribute his knowledge to the betterment of Santa Ana's workforce,
Mr. Wadhera has over 30 years of hands-on experience in Owning and Managing
industries in India, the United Kingdom, and the United States. He prides in sharing the
extensive knowledge he has acquired fi-om his business ventures with others. AB a result,
Mr. Wadhera has delivered lectures on Industrial Management to Post Graduate students.
Mr. Wadhera holds the following educational degrees:

As CALTREND's President, Mr. Wadhera envisioned a company that would be quality

Mr. Wadhera is very interested in bringing his business knowledge as well as his personal
input to the Santa Ana Workforce Investment Board. Like his vision at CALTREND, Mr.
Wadhera envisions the board becoming an advocate for local businesses, specifically in
keeping local businesses in our city. He is also very interested in workforce issues
affecting Santa Ana, and its residents.

Rev, Lee de León
Chief Executive Officer
Templo Calvario Community Development Corporation

Present Work
Rev. de León is the founding CEO of an emerging CDC in the heart of Orange
County, California. This CDC is a faith-based non-profit established by Templo
Calvario, a church that has had a long history of compassion.
Under Rev. de León's leadership, the CDC has received national recognition by
several national entities; among them are the Annie E. Casey Foundation and
Wheaton College, which have recognized the CDC as a promising practice in the
work it has done among immigrants. In addition, in the spring of 2004, the US
Department of Health and Human Services featured the CDC in its series entitled
"Snapshots of Compassion."
Expeñence
For over twenty-five years, Rev. de León has been actively involved ministry to
communities in need. He has served as a pastor, church planter, non-profit
director and founder of several organizations and partnerships.
Education
Rev. de León received his education at California Baptist University and at Azusa
Pacific University (C.P. Haggard School of Theology).
