Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with the Santa Ana Empowerment Corporation for the Empowerment Zone Youth Workforce Development Program. Approve an appropriation adjustment recognizing $500,000 in Federal Empowerment Zone funds awarded to the Santa Ana W/O/R/K Center for a Youth Workforce Development program. 3. Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to execute a lease with Civic Center Medical Arts Associates for office space at 500 West Santa Ana Boulevard. 4. Direct the City Attorney to prepare and authorize the City Manager and Clerk of the Council to execute a contract with New Tangram, LLC in an amount not to exceed $10,000 for the lease of furniture for the Youth Workforce Development program. DISCUSSION On April 23, 2003, the Santa Ana Empowerment Corporation awarded the Santa Ana W/O/R/K Center $500,000 to fund a Youth Workforce Development Employment program for 300 youth living within the Santa Ana Empowerment Zone. The Youth Workforce Development program will provide work experience, job skills activities, life skills workshops and career Alanning for the participants. It will also incorporate objectives and Woals designed to empower them to make knowledgeable choices regarding 25A-1 Federal Empowerment Zone Youth Employment Program May 17, 2004 Page 2 education, careers and families. The Youth Workforce Development program will be staffed with part time Youth Workforce Counselors and overseen by existing W/O/R/K Center staff. In order to meet the space demands of this program, staff is recommending that a lease from May 1, 2004 through September 30, 2004 be entered into for 3,407 square feet of office space located at 500 West Santa Ana Boulevard at a rate of $1.34 per square foot, not to exceed $4,560 per month. The lease rate includes all common area maintenance costs, janitorial service and 11 parking spaces. Staff recommends leasing this space as the program has been located in the same building since 1993 and has operated efficiently from this location. BKM, Inc., which has been purchased by New Tangram LLC, has provided leased furniture including desks, chairs, file cabinets, bookcases and chairs for workshops for the Youth Workforce Development program for the past ten years. Staff recommends that the existing agreement with Tangram be increased to include the cost of the furniture lease for the Youth Workforce Development program. Likewise, Image IV has also provided leased copier equipment for the Youth Workforce Development office. Staff recommends the existing agreement be increased to include the cost of copier rental, maintenance and supplies as agreed for the Youth Workforce Development office. The furniture and copiers will be leased for a period of approximately four months. FISCAL IMPACT Upon approval of the appropriation adjustment, funds will be available in the FEZ Youth Workforce Development account (account no. 129-061-various).
