RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
Clerk of the Council to execute an amendment to the operational agreement
for Centennial Regional Park to include a three-year phase out plan with
~he County of Orange.
DISCUSSION
On January 14, 1976 the City of Santa Ana and the County of Orange
entered into an agreement for the development, maintenance and operation
of Centennial Regional Park. This agreement has benefited the City and
County for 28 years, in which the City and County share in the parks
expenditures and revenues. The agreement intended the revenues to
eventually offset the operational cost, but attempts to develop fee based
recreational opportunities and concessions have been unsuccessful. In
addition, the development of athletic fields and other recreational
facilities for the Hector Godinez high school has altered the nature of
Centennial Park's focus from regional to local.
To address these issues, the City Council approved an amendment to the
Centennial Regional Park agreement on September 2, 2003, reflecting a
three-year phase out plan between the City of Santa Ana and the County of
Orange. The agreement specifically requires the County of Orange to
provide the City with an annual contribution of $150,000 in FY 03-04,
$125,000 in FY 04-05, and $100,000 in FY 05-06 for a total contribution
of $375,000 to offset the cost of maintenance at Centennial Regional
Park. However, prior to the County Board of Supervisors approval of the
.mendment, Supervisor Smith suggested that the base contribution be
ncreased to accommodate the addition of a new local park improvement.
Therefore, the revised amendment reflects a base contribution from the
County of Orange of $375,000 for Centennial Park and $315,000 for
Patricia Lane Park for a total contribution of $690,000.

The City will continue to have sole responsibility of ownership,
operations and maintenance of Centennial Park. As part of the three-year
phase out plan, the amendment will require the County to provide a
maximum annual three-year contribution of $230,000 to the City for the
operations and maintenance of Centennial Regional Park site and Patricia
Lane Park Improvements. The amounts identified below reflect the maximum
contribution to Centennial Regional Park and an estimated amount to
patricia Lane Park.

Approval of this amendment agreement will provide for a gradual three-
year phase out of the county's financial participation in Centennial Park
maintenance cost and addi tional funding for patricia Lane Park
Improvements. Funding to offset the county's financial obligation can be
generated through increase soccer revenue on the new synthetic turf
soccer fields.
