RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
Clerk of the Council to execute an agreement for consultant services with
Decision Research for two community services surveys in an amount not to
8 exceed $37,000.
DISCUSSION
In order to measure resident satisfaction with City services, the City of
Santa Ana plans to engage residents in two types of community surveys; a
comprehensive 20 minute survey and a short five minute tracking survey.
The surveys will collect resident feedback on City services. programs,
and activities. The surveys will be conducted in both English and
Spanish and the results will be analyzed to better respond to community
needs.
Staff has selected the consulting firm of Decision Research to conduct
the surveys. A firm with 20 years of experience, Decision Research
provides public opinion research services and strategic advice to
governmental and non-profit organizations. Decision Research is known
for its creative approach to research, in-depth strategic analysis and
comprehensive written reports. The firm has been involved in public
policy planning in transportation, land use, health care, environmental
issues , civil rights legislation, education, water policy. and revenue
financing for public services and infrastructure. Clients of the firm in
Orange County include the Orange County Fire Authority and Orange County
Water District and the Cities of Irvine, Aliso Viejo, Mission Viejo, La
8 Habra, Lake Forest, Laguna Niguel, and Brea.
