(Exhibit A) subj ect to the revisions to the conditions of approval for
the Goodwill Industries project. Specifically, the Planning Commission
modified Condition No.5 to require landscaping to be maintained and
added a condition requiring a six-month review of the project.

Property Description
The project site is approximately 9.55 acres in size and is located on the
west side of Bristol Street between St. Gertrude Place on the north and
Warner Avenue on the south. There are eight buildings on the site
totaling 121,696 square feet that are primarily used for retail,
restaurant and medical uses. The property is zoned General Commercial
(C2), which is consistent with the General Plan Land Use Designation of
General Commercial (GC). The project site is bounded by retail uses to
the north and south, a mix of retail and single-family residences to the
east, and multi-family residences to the west. There are 582 existing
parking spaces on the project site (Exhibits 1 and 2) .

Project Description
Goodwill Industries proposes to operate a non-profit retail thrift store
within an existing 12,778 square foot tenant space at 2118 South Bristol
Street. The proposed business differs from existing Goodwill retail store
operations in that this store will involve the sale of products similar to
upscale factory and clearance type department store goods. The proj ect
will require tenant improvements within the existing building in order to
create the retail and storage areas necessary for the business operations.
Numerous façade and site improvements were approved in September 2003 for
both the subject building and the site as a whole. No additional exterior
changes are proposed to the building. Improvements such as parking lot
landscaping and parking lot re-striping were recently completed (Exhibits
3, 4 and 5) .
Analysis of the Issues
~ conditional use permit is required for thrift shops operated by
nonprofit or government-subsidized organizations. Goodwill Industries
will provide additional employment opportunities and training for people
with disabilities and other handicaps, together with reasonably priced,
high quality retail products.
To avoid possible impacts associated with the thrift store use, it is
recommended that conditions be attached to the conditional use permit in
order to mitigate any negative impacts associated with the operation of
the facility. It is not anticipated that the proposed thrift store, in
conjunction with the proposed conditions, will create negative impacts
to the surrounding business or residential community. Parking for the
proj ect including the proposed thrift store meets code requirements as
the buildings were originally constructed for retail use. A total of
582 parking spaces are required and have been provided on the project
site. Upgrades are proposed to the existing parking lot lighting, which
is intended to bring the site into closer compliance with current
commercial development standards. All other developments standards were
satisfied as a result of the recently completed façade improvement to
the project site.
The thrift store use will provide a long-term social benefit to the
~ommunity as the use functions as a typical retail establishment.
~dditionally, no adverse impacts are anticipated as a result of the
project's approval. At the time of this report, there appear to be no
code enforcement violations on the subject site.

Based upon the above analysis of the project and its compatibility with
the General Plan, findings and conditions of approval, staff recommends
that the Planning Commission approve Conditional Use Permit No. 2004-11
as conditioned (Exhibits 6 and 7) .
CEQA Compliance
In accordance with the California Environmental Quality Act, the
recommended action is exempt from further review. Categorical Exemption
Environmental Review No. 2004-039 will be filed for this project.

BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF
SANTA ANA AS FOLLOWS:
Section 1. The Planning Commission of the City of Santa Ana hereby finds,
determines and declares as follows:

Conditional Use Permit No. 2004-11 came before the Planning
Commission of the City of Santa Ana for a duly noticed public hearing on
May 10, 2004.
The applicant is requesting approval of Conditional Use Permit No. 2004-
11 for a thrift shop for the property located at 2118 South Bristol Street.
1. Santa Ana Municipal Code Section 41-377.5 (d) of the Santa Ana
Municipal Code allows thrift shops subject to the issuance of a
conditional use permit.
Santa Ana Municipal Code Section 41-638 authorizes the Planning
Commission to grant a conditional use permit upon making certain
findings.
i. The proposed use will provide a service or facility, which will
contribute to the general well being of the neighborhood or
the community.
The Goodwill thrift store will provide a service to the
area by selling secondhand products at a reduced
price to the economically disadvantaged of the
community.
