licenses and subscriptions in the amount of
The City of Santa Ana's computer environment has evolved from a
mainframe computer with directly connected terminals to one comprised
of multiple server-computers connected to end-user computers via a
series of cross-connected networks. The environment has greatly
increased the number and sophistication of the computer systems used to
support City operations.
The Information Services Division (ISD) of the Finance and Management
Services Agency is charged with the administration and support of the
complex Citywide environment, including the servers that power the
computers. After extensive research and consultation with other
municipal and state government agencies, ISD acquired and implemented a
family of products from eEye Digital Security to protect the City's
Internet web site. The software applications were specifically designed
to protect Microsoft web servers, like the one used by the City, from
known and unknown computer vulnerabilities. The software analyzes
incoming and outgoing web server data for possible security breaches.
When it identifies external attacks, it blocks them. Since the
implementation of the products, the City's Internet web server has not
... experienced any security breaches.

The City's ISD now seeks to implement these same information security
protection products on the City's internal web servers and the web
servers used by the Police Department. The implementation is needed to
better protect against all attacks from both internal and external
threats in keeping with current Federal Homeland Security
recommendations. ISD also seeks to acquire an eEye Digital Security
software product to test the security networks which connect over 2,500
computer devices. The self-auditing program provides state-of-the-art
information security scans to test for potential weaknesses to outside
intrusions. The sophistication and frequency of unauthorized attempts
to enter the City's computer network continues to increase. The tool
will greatly aid the efforts to protect the City's computer-based
operations, which includes the Police and Fire Departments and,
therefore, staff recommends approval of the purchase.
The notice inviting bids was advertised on May 3 and 5, 2004, and bids
were solicited. A summary of the bids received is as follows:
