CITY MANAGER / RECOMMENDED ACTION CONTINUED TO FILE NUMBER Direct the City Attorney to prepare and authorize Clerk of the Council to execute agreements Consulting, Inc. in the amount of $200,000 each. the City Manager and the with TRC and Leighton 8ISCUSSION Staff has solicited proposals for annual contracts for as-needed environmental testing and remediation and geotechnical services. These services are required to augment City and Community Development Agency (CDA) staff to complete street and park improvement projects as well as housing rehabilitation projects. In connection with street widening and CDA redevelopment projects, the Ci ty and CDA often purchase properties. Before a property is purchased, the City will normally perform an investigation to determine the existence or extent of any soil contamination on such property. If contamination is found, the Regional Water Quality Control Board (RWQCB) may require the City to remediate the contamination. The RWQCB also requires the periodic monitoring and remediation of the City's fire stations. For these investigations and remediation services, the City utilizes the services of a qualified environmental consultant. In addition City staff requires geotechnical services to test, analyze and report on the stability of the soil for these projects. These services include design recommendations for building foundations, site grading, retaining walls and storm drain facilities. Utility potholing to determine the location of underground utilities is also included. Due to the large volume of these services required and quick response often requested by 411Pe RWQCB, staff is requesting the City retain two consultant firms. 25A-1 Agreement with June 7, 2004 Page 2 TRC and Leighton Consulting, Inc. Qualified firms were contacted and three firms submitted proposals. These proposals were evaluated by a review committee to compare the quality of personnel, client satisfaction and rate schedules. The following is an average of their final scores: RATING . TRC Leighton Converse Consulting, Inc. Consultants 85 84 73 . . Based on their ratings, staff recommends the firms of TRC and Consulting, Inc. be retained for the required services in the exceed amount of $200,000 each. Leighton not-to- ENVIRONMENTAL IMPACT There is no environmental impact associated with this action. FISCAL IMPACT Funds to pay for the required services will be charged to the various projects in the Capital Improvement Program for City projects and to the Home Program Federal Grant Fund (account no. 130-148-6291) and the Community Development Block Grant Fund (account no. 135-148-6631-80559, project no. 7965) for CDA projects.
