BOARD OF PARKS AND RECREATION
Recommended approval of lease agreement with Sprint PCS for installation
of cellular service at EI Salvador Park, at their meeting of June 23,
2004, by a unanimous vote of 7:0:2.
DISCUSSION
Sprint is proposing to install a stealth monosports pole at EI Salvador
Park to improve their communication reception in the area (Exhibit 1).
The Development Review Committee (DRC) has reviewed the proposal and is
recommending the following "Conditions of Approval" to be included as
part of the project:

1. Parks, Recreation and Community Services Agency to approve the
equipment room design.
2. Camouflage all antennas attached to the light pole standard.
3. All electrical equipment and conduits to be underground or inside
the equipment structure.
4. Provide and plant (3) 24" box trees in the park.
5. Plans to be approved by DRC.
6. Cellular frequency shall not interfere with the City's radio
communication.

Agreement with Sprint PCS
The Sprint lease is for a period of ten years with three five-year
options. Sprint will install a 65 feet high outfield sports light pole
with fixtures to accommodate their antenna and designed for collocation,
at the northwest corner of the recreation center. The new light fixtures
will be designed and aimed to accommodate the requirements of the sport
fields and to provide lighting on the new T-Ball field. Slim-line
antennas will be used to wrap around the light pole at a height of 40
feet above grade and allow sufficient room for another carrier. The
antenna will be painted to blend in with the sports pole. All work on the
sports light pole will be done between little league seasons to minimize
the impact on the little league program.
The Sprint equipment facility will be located on the northwest corner of
the recreation center and swimming pool. The equipment facility will be
designed as a park shelter along with a storage room for little league.
The facility will be made of concrete block, concrete support columns and
a metal standing seam metal roof. Sprint will install their own
electrical service and pay for all electricity used by their operation.
Sprint has agreed to pay the City $24,000 per year, with an annual rent
increase of three percent each year, for lease of the park space. Because
the installation of the equipment is estimated to be completed by
January, only $12,00 in revenue is anticipated for fiscal year 2004-05.
Upon termination of the lease Sprint will restore the site back to its
original condition at no cost to the City. In addition, Sprint will
maintain general liability insurance naming the City as additional
insured in the amount of $1,000,000 throughout the term of the lease.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality
recommended action is exempt from further review. Categorical
Environmental Review No. 2004-77 will be filed for this project.
