The United States Military Police are tasked with training the new Iraqi Police Force. There is a significant need for used law enforcement ballistic vests and equipment such as leather gear, flashlights, boots, uniforms, batons, helmets and any usable surplus gear. "Operation Brotherhood of the Badge" has been sanctioned by the United States Armed Forces and has the support of the Police Officers Research Association of California, which is comprised of 58,000 members Statewide. The goal of this program is to donate a total of one hundred thousand ballistic vests to the government of Iraq. FISCAL IMPACT There is no fiscal impact ~~\u~ Paul M. Walters 8hief of Police olice Department 558-1 Iss6/30/2004 RESOLUTION NO. 2004-048 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE POLICE AND FIRE DEPARTMENT'S TO PARTICIPATE IN "OPERATION BROTHERHOOD OF THE BADGE" AND DONATE SURPLUS POLICE AND FIRE EQUIPMENT TO THE NEWLY ESTABLISHED GOVERNMENT OF IRAQ BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby, finds, determines and declares as follows: A. B. C. D. E. The United States Military Police (hereinafter "USMP) are responsible for training the new Iraqi Police Force. The USMP have determined there is a significant need for used law enforcement ballistic vests and equipment such as leather gear, flashlights, boots, uniforms, batons and helmets. Operation Brotherhood of the Badge has been implemented to allow police and fire departments holding surplus or expired but serviceable equipment, to donate that equipment to the government of Iraq for use by its Police Force. The City of Santa Ana possesses equipment, which is no longer used by the Santa Ana Police and/or Fire Departments due to age and expiration dates. This non-serviceable equipment cannot be sold as surplus and is the type of surplus property that would be subject to destruction by the City. The City of Santa Ana, by and through the Santa Ana Police Department and the Santa Ana Fire Department, wishes to participate in Operation Brotherhood of the Badge. Section 2. The City Council of the City of Santa Ana hereby authorizes and directs the Chief of Police and the Fire Chief or their designee(s) to participate in "Operation Brotherhood of the Badge" and donate, on behalf of the City of Santa Ana, surplus or expired, but serviceable ballistic vests and equipment, including leather gear, flashlights, boots, uniforms, batons and helmets, to the USMP for use by the Iraqi Police Force. 558-2 8 8 8 Section 3. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
