HomeMy WebLinkAbout09-29-1970 iVIINUTES OF THE ADJOURNED REGULAR lvLEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA September 29, 1970 The joint meeting of the City Council and the City Planning Commission was called to order by Mayor Griset at 3:00 P.M., in the Council Chambers of the City Hall Annex, 500 West Sixth Street, with the following Councilmen and Cor~rnissioners present: Councilmen Commissioners Wade Herrin Y. Ogden Markel Ray Villa Harry K. Yamamoto Mayor Lorln Griset Jack Hall Waldo Haug Everett Parks LaVelle Sanders Chairman Wyatt Frieson Councilmen Vernon S. Evans and Jerry M. Patterson were absent but arrived at 3:15 P.M. and 3:B0 P.M., respectively. Commissioners Gordon Bricken and l{udy Gallegos were absent. SPEC. 641-214 The normal bidding procedure was FIRE TRUCK NO. 71-05 waived and the quotation submitted by Lawless Detroit Diesel, for the replacement of the gasoline engine in the 1956 Seagraves Fire Truck, Equipment No. 71-05, with a diesel engine, was accepted as the lowest and best of three quotations received, on motion of Councilman Herrin, seconded by Councilman Villa and unanimously carried, after a finding of fact that emergency repair was necessary for the preservation of life, health and property to bring the City's fire eqv. ipment up to required operating standards. GEN'ERAL PLAN STUDY Mr. Steven Lafer, of Steven Lafer STEVEN LAFER AND ASSOCIA'rES and Associates, Los Angeles, pre- sented a sm-amary o£ the report entitled, "General Plan Studies, Part One", dated July, 1970, describing the report as not primarily a critique of the City's General Plan but rather a review of the General Plan and some proposals for future planning efforts in the City. These proposals included the development of a "Workable Program for Community Development" which would be necessary in order to implement a number of the /~anning actions that are recommended in the report, and to qualify for Federal assistance. The four essential elements of a work- able program were described as: (1) Efiective codes and code erdorcement of building and housing; CITY COUNCIL - 280 - ~eptember 29, 1970 (z) Comprehensive planning and programming which would involve adoption of specific plans for areas requiring new development, and time schedules for their implementation; (3) Provisions for housing and relocation; (4) Citizen involvement. Other proposals dealt with suggestions for (1) reorganization of the Planning Commission; (2) leadership and participation by Council and various citizens' advisory groups; (3) development of a Housing Element; (4) revision of zoning ordinances; (5) development of area-wide transit; (6) joining Orange County's data system; (7) development of a recrea- tional plan according to the characteristics of each area of the City; and (8) historical preservation of the City' s architectural and historical past. Mr. Lafer expounded on the foregoing proposals in response to various questions raised by the Councilmen and Planning Commissioners. RESOLUTION 70-97 RESOLUTION 70-97 OF THE CITY AMENDMENT TO CITY HALL COUNCIL OF THE CITY OF SANTA LEASE ANA, CALIFORNIA, APPROVING AS TO FORM A CERTAIN AMEND- MENT TO SANTA ANA CITY HALL LEASE was read by title only and further reading was unanimously waived, on motion of Councilman I~errin, seconded by Councilman Patterson, and was adopted on motion of Council- man Villa, seconded by Councilman Patter son, on the following roll call vote: AYES: NOES: ABSENT: Herrin, Evans, Patterson, Villa, Yamamoto, Griset Markel None M~yor Griset and Councilman Evans left the Council Chamber at 4:45 P.M. GENERAL PLAN STUDY Discussion of the Lafer Report STEVEN LAFER AND ASSOCIATES continued and Vice Mayor Herrin recognized lvirs. Sally Posthill, President of the League of Women Voters of the Santa Aha - Tustin - Orange Area. Mrs. Posthill commended the Council and Planning Commission for their efforts to update the General Plan and particularly for the emphasis on citizen participation in determining directions for community improvement and agreed in general with the proposals set forth in the Lafer Report. She requested the Clerk to forward a copy of her prepared statement to tke Councilmen and Commis stoner s. The Council and Commission discussed further the proposals outlined by Mr~ Lafer, expressing their individual opinions on many of them. CITY COUNCIL - 281 - September 29, 1970 It was the consensus that another joint meeting be scheduled in approximately 30 days aT which ~ime Mn, Lafer would presen~ a summary report listing p~oposed priorities of planning action~ with time schedule estima~es~ and suggestions as to where they should be done within ~he City structure.
