ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA
November 5, 1970
The Adjourned Regular Meeting of the City Council was called to order at
4:15 P. M., in the Mayor's Office, City Hall, 217 North Main Street, proper
notice thereon having been given and evidence thereof on file with the Clerk
of the Council. The following Councilmen were present: Wade Herrin,
Vernon S. Evans, Ray Villa, Harry K. ~amamoto, and Mayor Lorin Griset.
Councilman J, Ogden Markel and Councilman Jerry M. Patterson were
absent, but Councilman Patterson arrived at 4:20 P.M. Also present
were City Manager Carl J. Thornton, Assistant City Manager Bruce Spragg,
Department Heads, Clerk of the Council Florence I. Malone and representatives
of the Press.
1970-71 BUDGET The City Manager presented his report
REVISIONS dated November 5, 1970, "Proposed
Revisions 1970-71 Budget". It listed
revenue reductions in the amount of $1, 647,000 and described expenditure
reductions, deleted from the 1970-71 Budget, in the same amount. The City
Manager then reviewed the report, item-by-item.
Following discussion, it was moved by Councilman Patterson, seconded by
Councilman Herrin to approve the City Manager's proposed revisions to the
1970-71 Budget on the following roll call vote:

PROJECT 7017 On motion of Councilman Herrin,
REPLACEMENT ROOFING seconded by Councilman Patterson and
unanimously carried, Council ordered
filed report of bids received for Project 7017, Construct Replacement Roofing
for Fire Department Headquarters Building; awarded contract to the low
bidder, Lister Roofing; rejected the alternate bid; and rejected all other
bids,
PROJECT 6035 On motion of Councilman Herrin, seconded
SANDPOINTE PARK by Councilman Villa and unanimously
carried, Council ordered filed report of
bids received for Project 6035, Construction of concrete tennis court and all-
purpose court in Sandpointe Park, and rejected all bids received because
of budget revisions.

SPEC. 641-213 On motion of Councilman Villa, seconded
]PICK-UP TRUCK by Councilman Herrin and unanimously
carried, Council ordered filed report
of bids received for Specification 641-213, (1) HaLf-Ton Pick-Up Truck;
awarded contract to the low bidder, International Harvester Company; and
rejected all other bids.
SPEC. 641-215 On motion of Councilman Patterson,
DEMOLITION seconded by Councilman Villa and
unanimously carried, Council ordered
filed report of bids received for Specification 641-215, Demolition of
Various Improvements on West First; awarded contract to Hintz Wrecking
Company, the low bidder; and rejected all other bids.
BiD CALLS On motion of Councilman Patterson,
seconded by Councilman Villa and
unanimously carried, Council
approved plans and specifications and authorized advertising for bids for
the following:
PROJECT 7018 - Furnish and install automatic garage door at
Police Facility Building, opening December 14, 1970.
PROJECT 7019 - Replacement of gas fired hot water boiler in Fire
Department Headquarters Building, opening
December 4, 1970.
SPEC. 64i-216 - Office Furniture (Various Departments), opening
December 14, 1970.
BUS SYSTEM STUDY On motion of Councilman Villa,
seconded by Councilman Patterson,
an agreement with Allen M. Voorhees
& Associates, Inc., for a study of the City bus system needs was approved
and its execution authorized by the Mayor and Clerk, with Councilmen
Herrin and Evans dissenting.
BUDGET TRANSFERS On motion of Councilman Villa,
seconded by Councilman Pattersor~ a
transfer of funds from Account
1t-000-911 to Account 11-111-191 in the amount of $9, 000.00 for a special
transportation study was approved with Councilmen Herrin and Evans
dissenting.
On motion of Councilman Patterson, seconded by Councilman Evans and
unanimously carried, a transfer of funds was approved from Account 51-324-631
to Account 51-329-641j in the amount of $1, 400. ~, to con,plebe Fire
No. 10, landscaping and furniture.

unanimously carried, Council ordered
filed report of bids received for Specification 641-205, (1) Air Compressor,
125 CFM; awarded contract to the low bidder, Blystone Equipment; and
rejected all other bids.
SPEC. 641-208 On motion of Councilman Villa, seconded
CAB & CHASSIS by Councilman Herrin and unanimously
carried, Council ordered filed report
of bids received for Specification 641-208, (1) Cab & Chassis, 24000 GV%V,
102"; awarded contract to the low bidder, International Harvester Company;
and rejected all other bids.
SPEC. 641-209 On motion of Councilman Villa, seconded
CAB & CHASSIS by Councilman PIerrin and unanimously
carried~ Council ordered filed report
of bids received for Specification 641-209; awarded contract to the low bidder,
International Harvester Company; and rejected all other bids.
SPEC. 641-210 On motion of Councilman Villa, seconded
CAB & CHASSIS by Councilman Herrin and unanimously
carried, Council ordered filed report
of bids received for Specification 641-210, (2) Cab and Chassis, 20,000
GVW, 85" and (1) Cab and Chassis, 20,000 GVW, 96"; awarded contract to
the low bidder, International Harvester Company; and rejected all other
bids.
SPEC, 641-211 On motion of Councilman Villa, seconded
1 1/2 TON TRUCK & CAB by Councilman Herrin and unanimously
carried, Council ordered filed report
of bids received for Specification 641-211, (1) 1 i/2 Ton Truck & Cab, 15,000GVW;
awarded contract to the low bidder, International Harvester Company; and
rejected all other bids.
SPEC. 641-212 On motion of Councilman Villa, seconded
PICK-UP TRUCKS by Councilman Herrin and unanimously
carried, Council ordered filed report
of bids received for Specification 641-212, (1) 3/4 Ton Pick-Up Truck with
standard transmission, one speed power take-off mounted for hoist and
(1) 3/4 Ton Pick-Up Truck with automatic transmission; awarded contract
to the low bidder, International Harvester Company; and rejected al! orbs r
bids.
