HomeMy WebLinkAbout06-28-1971MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA June 28, 1971 An Adjourned Regular Meeting of the City Council of the City of Santa Aha was convened at 5:30 P.M., in the West Winds Room of the Saddleback Inn, 1660 East First Street, proper notice and posting having been accomplished, with evidence on file in the office of the Clerk of the Council. The following Councilmen were present: Wade Herrin, Vernon S. Evans, J. Ogden Markel, Jerry M. Patterson, Ray Villa, Harry K. Yamamoto and Mayor Lorin Griset. Also pre~ent were City Manager Carl J. Thornton, City Attorney James A.. Withers, Assistant City Manager Bruce Spragg and Clerk of the Council Florence I. Malone. A representative of the Press arrived at approximately 7:00 P. M. RULES OF PROCEDURE FOR COUNCIL AND COMMISSION MEETINGS the exception of Commissioner Sanders. The Council immediately recessed for dinner with the Planning Commission, all of whom were present with Following dinner Council and Commission members discussed the Rules of Procedure for the conduct of their respective meetings which had been in effect on a trial basis for approximately 60 days. The consensus was that with minor exceptions the Rules of Procedure had proven effective. The Clerk was instructed to make the changes discussed and to provide the revised copies to the Council and Commission for ratification. At 7:15 P.M., Commission members departed to resume their evening meeting and at 7:30 P. M., the Council convened for discussion of the proposed 1971-72 Budget. 1971 -1972 BUDGET The City Manager d~scribed the proposed Budget as conservative in its estimates of revenues and expenditures. He stated that it is a balanced but "diminished service" budget; that revenue sources have not kept up with the City's growth and increased demand for services; that it will maintain the services the City presently provides at as high a level as possible; and that it contains no recommendation for new sources of revenue or increased City tax rate. The Council proceeded to consider the Budget on a page-by-page basis. CITY COUNCIL -220- June 28, 1971 HUMAN RELATIONS A motion by Councilman COMMISSION Evans, seconded by Councilman Markel to delete from the budget the entire appropriation for the Human Relations Commission failed on the following roll call vote: AYES: NOES: A BSE NT: Evans, Markel, Herrin Villa, Griset, Yamamoto, Patterson None MANPOWER PROJECT COORDINATOR Councilman Villa suggested that the position of Manpower Project Coordinator should be directly responsible to the City Manager instead of the Community Relations officer. The City Manager stated that he would provide the Council a report of the pros and cons of the suggestion as soon as possible. The Council continued its review and discussion of the Budget through page 15. RECESS At 10:15 P.M., the Council recessed to an Executive Session for discussion of pending legal matters, on motion of Councilman Patterson, seconded by Councilman Herrin and unanimously carried. Council reconvened at 11:00 P.M. ADJOURNMENT At lh05 P.M., the meeting was adjourned to Thursday, Julyl, 1971, at 7:30 P.M., in the Mayor's office, at City Hall, 217 North Main Street. Florence I.
