RECOMMENDED ACTION 1. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with the Santa Ana Empowerment Corporation in an amount not to exceed $980,000 for the Federal Empowerment Zone Daisy Wheel Network Program. 2. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Catholic Chari ties of Orange County in an amount not to exceed $97,500 for vocational/occupational training, emp1 oYffient strategies, and supporti ve services under the Federal Empowerment Zone Daisy Wheel Network Program. 3 . Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Delhi Center in an amount not to exceed $81,250 for vocational/occupational training, emp1 oYffient strategies, and supportive services under the Federal Empowerment Zone Daisy Wheel Network Program. 4. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with the EmploYment Development Department of the State of California in an amount not to exceed $85,766 for emploYment strategies under the Federal Empowerment Zone Daisy Wheel Network Program. 25E-1 FEZ Daisy Wheel Network Program August 2, 2004 Page 2 5. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Mexican American Opportunity Foundation in an amount not to exceed $90,760 for vocational/occupational training and supportive services under the Federal Empowerment Zone Daisy Wheel Network Program. 6. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Orange County Conservation Corps in an amount not to exceed $101,115 for education and emploYffient strategies under the Federal Empowerment Zone Daisy Wheel Network Program. 7. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Taller San Jose in an amount not to exceed $133,948 for vocational/occupational training, emploYffient strategies, and supportive services under the Federal Empowerment Zone Daisy Wheel Network Program. 8. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Templo Calvario in an amount not to exceed $45,025 for emploYffient strategies and supportive services under the Federal Empowerment Zone Daisy Wheel Network Program. 9. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with The Cambodian Family in an amount not to exceed $85,629 for vocational/occupational training, emploYment strategies, and supportive services under the Federal Empowerment Zone Daisy Wheel Network Program. DJ:SCUSSJ:ON In May 2002, the Santa Ana Empowerment Corporation Board approved a four- year business plan that identified three specific goals and objectives that they wished to see achieved. One of the three goals concerned job development, training, and job placement for Empowerment Zone residents. In 2003, the Board sent out a Request for Proposal to over 50 entities for the development and implementation of a Daisy Wheel component. The Santa Ana W/O/R/K Center was awarded the contract. In the first year, 25E.2 FEZ Daisy ~ugust 2, ~age 3 Wheel Network Program 2004 the W/O/R/K Center developed and implemented a job training and placement program in conjunction with nine partners. On June 23, 2004, the Santa Ana Empowerment Corporation Board awarded a contract for a second year to the Santa Ana W/O/R/K Center in an amount of $980,000. The contract is to fund Phase II of the Federal Empowerment Zone (FEZ) Daisy Wheel Network Program that will service 800 residents living within the Empowerment Zone. The Daisy Wheel Network will continue to provide vocational/occupational training, emploYment strategies, education, and supportive services for the participants. The Santa Ana W/O/R/K Center will receive $259,007 to provide oversight of the Daisy Wheel Network, cover administrative and operational costs, and provide direct services to 185 Empowerment Zone participants.
