Award a contract to Dominguez General Engineering and Construction, the lowest responsible bidder, in accordance with unit bid prices for an estimated amount of $266,120 for the installation of sewer improvements along Flower and Fifteenth Streets. 2. Approve a Funding Analysis with a total estimated construction cost of $332,800. DISCUSSION The existing sewer mains along Flower and Fifteenth Streets were built in the 1930' s (Exhibit 1). The sewer mains have exceeded their expected design life, encountered deterioration, and are undersized. This project will provide for the installation of sewer mains, laterals, manholes and cleanouts. Once completed, the project will increase sewer capacity and eliminate the maintenance problems associated with older and deteriorated sewer mains. The Notice Inviting Bids was advertised on June 25 and 28, 2004, and bids were opened on July 22, 2004. A summary of the bid invitations mailed, the bids received, and the bid results follows. Dominguez General Engineering and Construction submitted the lowest responsive bid for $266,120, which is below the Engineer's estimate of $277,510. ENVIRONMENTAL IMPACT Pursuant to the California Environmental Quality Act, Environmental Review No. 2004-103 has been completed and a Negative Declaration has been filed for this project. FISCAL IMPACT The Funding Analysis shows a total estimated construction cost $332,800 for the project (Exhibit 2). Funds are available in Sanitary Sewer Service Fund (account no. 56-575-6631).
