ZONING ADMINISTRATOR ACTION Adopted a resolution approving Tentative Parcel Map No. 2004-04 as conditioned at its July 21, 2004 meeting to allow the subdivision of an existing residential parcel in the Single-Family Residence (R-l) zoning district into two parcels for the construction of one new single-family residence at 1230 South Flower Street. The Zoning Administrator made no changes to the recommended conditions of approval outlined in the attached staff report (Exhibit A) . Property Description The subject site has a General Plan land use designation of Low-Density Residential (LR-7), with a zoning designation of Single-Family Residential (Rl). The project site is a 0.28-acre rectangular parcel with frontage along Flower Street. A single-family dwelling and accessory structure currently occupy the site. The site is bounded by an elementary school to the west, and single-family homes to the north, east and south (Exhibits 1 and 2) . Project Description The project will subdivide a 100-foot by 123-foot lot into two residential parcels to facilitate the construction of a new single-family dwelling on Parcell, while the existing residence will remain on Parcel 2. The new single-family dwelling and attached garage will be constructed on a 6,150 square foot lot and will have a total of four bedrooms and two baths (Exhibits 3, 4 and 5) . EXHIBIT A 31 B-2 Tentative Parcel July 21, 2004 Page 2 Map No. 2004-04 Analysis of the Issues The proposed subdivision is consistent with the goals and objectives of the Low Density Residential General Plan designation to preserve and stabilize residential neighborhoods. Each parcel will remain in full compliance with the standards for the Single-Family Residential (Rl) development. Further, the project will satisfy both the minimum lot size and street frontage requirements, as the new parcels will be at least 6,000 square feet in size and have frontage of at least 50 linear feet. The proposal also meets the setback requirements, with 20 feet provided for the front setback and a minimum of five feet provided for each side yard. There are currently no physical site constraints that would prevent development, nor are there any outstanding violations found on the subject property. As a standard infill proj ect, the subdivision would not substantially affect the use, development or habitat of the surrounding area. The project is in compliance with the provisions of the State of California Subdivision Map Act and Chapter 41 of the Santa Ana Municipal Code. Based on the analysis and findings, it is recommended that Tentative Parcel Map No. 2004-04 be approved as conditioned (Exhibits 6 and 7) . PM 04-04 3 ~~I~iT1 .","''''''., ZONING ADMINISTRATOR HEARING SUMMARY MINUTES July 21,2004 TENTATIVE PARCEL MAP NO. 2004-04 10:35 a.m. Mr. Kenneth Adams, Zoning Administrator, opened the public hearing in the City Hall Ross Annex Conference Room 2001. Also in attendance were: Arnulfo Ortiz, Applicant; Verny Carvajal, Associate Planner; Yolanda Pena, Police Department; and Jocelyn Magalona, Recording Secretary. Verny Carvajal, Associate Planner, presented the staff report and recommendation. Mr. Adams asked the applicant if he had any comments. Mr. Carvajal translated in Spanish for Mr. Ortiz to which he answered no. Mr. Adams asked Mr. Ortiz if he read and understood the conditions on Exhibit 7 and if he will abide by them. Mr. Carvajal translated for Mr. Ortiz who then answered yes. The Zoning Administrator approved Tentative Parcel Map No. 2004-04 as conditioned. Mr. Adams closed the public hearing.
