Adopt a resolution authorizing the City Manager and the Police Department to execute a grant award agreement with the United States Department of Justice for $143,303. 2 . Approve an Appropriation Adjustment recognizing 2004 Local Law Enforcement Block Grant (LLEBG) funds in the amount of $143,303 and the required matching funds of $15,923, from the Criminal Activities, Department of Justice account, and appropriate same into the 2004 LLEBG expenditure account. DISCUSSION The Federal Omnibus Appropriations Act provides funding for the implementation of the Local Law Enforcement Block Grants Program (LLEBG). These funds are allocated to local law enforcement agencies based on population and crime rates. The Santa Ana Police Department has been allocated $143,303 for the 2004 funding year. The LLEBG Grant requires the City to allocate matching funds of $15,923 in order to receive this funding. This is the ninth year the Police Department has received funding from the u.s. Department of Justice through this grant program. In accordance with a Department of Justice grant requirement, the Police Department established an Advisory Board to solicit non-binding recommendations regarding the proposed use of the funds. Based on the Advisory Board funding be used to support reduction efforts and the community. recommendations, staff is proposing the grant overtime programs in the Department's crime improvement of public safety throughout the 75D-1 2004 LLEBG Grant August 16, 2004 Page 2 FISCAL IMPACT Approval of the appropriation adjustment will increase revenue in the 2004 LLEBG Grant account (account no. 128-01-5358-9) by $143,303, transfer $15,923 from the Criminal Activities, Department of Justice expenditure account, and increase the expenditure appropriations to the 2004 LLEBG Project Grant account by the total amount of $159,226 (account no. 128-336- 6141) . Services Agency r-l 75D-2 RESOLUTION NO. 2004-066 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE CITY MANAGER AND THE CHIEF OF POLICE TO EXECUTE A GRANT AWARD AGREEMENT FOR THE 2004 LOCAL LAW ENFORCEMENT BLOCK GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of Santa Ana hereby finds, determines and declares as follows: A. The Santa Ana Police Department has been selected to receive a grant from the United States Department of Justice, in the amount of $143,303.00, for the 2004 funding year. B. The Federal Omnibus Appropriations Act provides funding for the implementation of the Local Law Enforcement Grants Program. These funds are allocated to the local law enforcement agencies based on population and crime rates. C. This is the ninth year the Police Department has received funding from the U.S. Department of Justice through this grant program, which funding will be used to support overtime programs in the Department's crime reduction efforts and the improvement of public safety throughout the community. D. The City of Santa Ana has agreed per the grant requirements to allocate matching funds of $15,923.00. Section 2. The City Council authorizes the City Manager and the Chief of Police, or their designees, to execute the 2004 Local Law Enforcement Grant Agreement in the amount of $143,303.00 with matching funds in the amount of $15,923.00. Section 3. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution.
