RECOMMENDED ACTION
1. Adopt a resolution authorizing the Chief of Police to execute a grant
award agreement with Orange County On Track.
2. Approve an Appropriation Adjustment recognizing Drug Education for
Youth (DEFY) grant funds in the amount of $12,270 and appropriate same
into the Police Department Patrol Services overtime expenditure
account.
DISCUSSION
The Santa Ana Police Department has received grant funding to supplement
its Drug Education For Youth (DEFY) Camp Program through Orange County On
Track, a non-profit organization working to create a safer, less violent
and more tolerant society by providing violence prevention training to
youth-leaders. The DEFY Program, a Department of Justice, Weed & Seed
Grant Program, is a five-day summer camp designed to strengthen the
protective factors that increase the likelihood that youth will lêad
healthy, drug-free lives.
As part of the Weed & Seed Grant Program, the Police Department has
partnered with the United States Department of Defense (DaD) to facilitate
and fund the DEFY Camps. This year's DaD funding for the DEFY Camps has
been cut from the Federal Budget requiring the Police Department to obtain
new supplemental funding for the project. The total cost for the Police
Department to operate the DEFY Camp for this year is $18,104, and of that
program cost Santa Ana Weed & Seed grant budget covers $5,834. The
remaining $12,270 will be funded from the Orange County On Track grant.

FISCAL IMPACT
Approval of the appropriation adjustment will increase the General Fund
Police Overtime Reimbursement revenue account (account no. 011-01-5620) by
$12,270, and appropriate same into the Police Department Patrol Services
Overtime expenditure account (account no. 011-337-6141).

RESOLUTION NO. 2004-069
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE CHIEF OF POLICE TO
EXECUTE A GRANT AWARD AGREEMENT WITH ORANGE
COUNTY ON TRACK
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby, finds, determines
and declares as follows:
A. Orange County on Track has awarded to the Santa Ana Police Department,
grant funding to supplement its Drug Education for Youth (DEFY) Camp
Program.
B. The DEFY Camp, designed to strengthen the protective factors that increase
the likelihood that youth will lead healthy, drug-free lives, is part of the Weed
and Seed Grant Program.
C. These DEFY Camps have been partially funded by the United States
Department of Defense (DO D). The DOD funding for the DEFY Camps has
been cut from the current Federal Budget.
D. This grant will provide supplemental funds for the Santa Ana Police
Department to continue to provide the DEFY Camps.
Section 2. The Chief of Police or his designee is hereby authorized and
directed to execute the grant award agreement with Orange County On Track.
Section 3. The Chief of Police or designee is appointed as agent for the City of
Santa Ana to conduct all negotiations, execute and submit all documents, including but
not limited to applications, agreements, amendments and payment requests which may
be necessary for the completion of the aforementioned grant.
Section 4. This Resolution shall take effect immediately upon its adoption by
the City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
