Community Development Agency <br />www.santa-ana.org/community-development <br />Item # 8 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Staff Report <br />March 18, 2025 <br />TOPIC: Appropriation Adjustment to Recognize Homeless Housing, Assistance, and <br />Prevention Program Funds <br />AGENDA TITLE <br />Appropriation Adjustment to Recognize Initial Disbursement of Homeless Housing, <br />Assistance, and Prevention Program Round 5 (Non -General Fund) <br />RECOMMENDED ACTION <br />Approve appropriation adjustment to recognize $5,878,393 in funds from the California <br />Department of Housing and Community Development (HCD) in revenue account <br />(no.12218002-52025 State Grant - Direct) and appropriate the same amount to <br />expenditure account (no. 12218719-various) to address homelessness in the City of <br />Santa Ana. (Requires five affirmative votes) <br />GOVERNMENT CODE 484308 APPLIES: No <br />DISCUSSION <br />The Homeless Housing, Assistance, and Prevention Program (HHAP) was signed into <br />law on July 31, 2019, by Governor Newsom. The HHAP grant is the State's flagship <br />program aimed at addressing homelessness at the local level. Initiatives such as the <br />delivery of permanent housing, rapid rehousing, homeless prevention and shelter <br />diversion, operating subsidies, street outreach, and a homeless youth set -aside are <br />prioritized. HHAP Round 5 (HHAP-5) marks the City's fifth allocation of HHAP funding. <br />The City leveraged early rounds of HHAP to enhance its homelessness response efforts <br />by supporting critical initiatives such as the construction, purchase, and operation of the <br />Navigation Center, street outreach and engagement services, and a permanent housing <br />project for homeless youth and seniors. <br />In FY23-24, HHAP-4 was awarded to the City which introduced new rapid rehousing <br />and services coordination programs while continuing to support key programs such as <br />the Navigation Center and street outreach team. Resources will help drive the progress <br />toward addressing homelessness and responding to the needs within the City. <br />The State has allocated $1 billion towards the HHAP-5 program, with the City receiving <br />$5,878,393.38 to further its local homeless response efforts. The planned investments <br />of HHAP-5 are consistent with the previous four rounds of funding, but with a refined <br />structure aimed at enhancing effectiveness.
