RECOMMENDED ACTION
Award a contract to Air Cleaning Systems, Inc. for diesel exhaust
removal systems and preventive maintenance and repair services in an
annual amount not to exceed $191,512.
DISCUSSION
Fire Station apparatus rooms accumulate diesel exhaust smoke and fumes
when vehicle engines are started. Air Cleaning Systems' Plymovent
Diesel Exhaust Removal System provides a hose assembly that collects
and removes all exhaust fumes, thereby facilitating a cleaner air
quality environment within the fire stations. The recommended action
will allow for installation of the diesel exhaust removal systems at
station nos. 4, 6, and 9. Upon completion, all of the City's 10 fire
stations' front line apparatus rooms will be outfitted with exhaust
removal systems.
The diesel exhaust removal systems require a minimum of two preventive
maintenance tune-ups per year, and occasional repair services. The
recommended action will also allow for preventive maintenance and
repair services at the various fire stations.
The notice inviting bids was advertised 'bn July 26 and 28, 2004, and
bids were solicited. A summary of the bid invitations and bids
received is as follows:

Bids were received and opened on August 9, 2004 (Exhibit 1). The bid
received from Air Cleaning Systems, Inc. is responsive to the
specifications and meets the City's requirements.
FISCAL IMPACT
Funds for the equipment are available in the Fire Department FEMA Grant
II Machinery and Equipment account (account no. 146-328-6641) in the
amount of $161,857, and the Fire Department Fire Maintenance Machinery
and Equipment account (account no. 11-327-6641) in the amount of
$19,655. Funds for the maintenance are available in the Fire
Department Fire Maintenance Other Contract Services account (account
no. 11 - 3 2 7 - 62 91) .
