RECOMMENDED ACTION

Reject the bids for institutional laundry bags from HBD, Inc. and
Bob Barker Company as nonresponsive to the specification.

Award contracts for the purchase of inmate property storage bags
and institutional laundry bags in amounts as follows:

DISCUSSION
The City of Santa Ana maintains a 480-bed holding facility, which
houses inmates during the arraignment and hearing process. State
guidelines require that inmates be provided with storage bags for
safekeeping of their possessions and a laundry service for proper
laundering of their clothing. The storage bags are used for inmate
clothing and items too large for the vault section, and the laundry
bags when sending their laundry out for service.
The notice inviting bids was advertised on July 26 and 28, 2004, and
bids were solicited. A summary of the bid invitations and bids
received is as follows:

Storage
Bids were received and opened on August 6, 2004 (Exhibit 1). Bids for
the laundry bags were evaluated based upon testing of samples received.
The sample laundry bags from Bob Barker Company and HBD, Inc. did not
hold up when tested in the Jail Facility dryers and are therefore
nonresponsive. The bids received from ATD-American Co. and Leslee
Scott, Inc. are responsive to the specifications and meet the City's
requirements. The cost of the storage bags from ATD-American Co. and
the laundry bags from Leslee Scott, Inc., when combined with previous
purchases this fiscal year, exceeds the $10,000 aggregate limit and
requires City Council approval.
FISCAL IMPACT
Funds are available in the Police Department Detention Services
Operating Materials & Supplies account (account no. 11-349-6391).
