RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to execute an agreement with CitCom, Inc. to provide
consulting services in an amount not to exceed $100,000.
DISCUSSION
The Police Department is currently implementing technology initiatives to
upgrade the Computer-Aided-Dispatch, the Jail Management, and Mobile
Booking systems as well as wireless reporting for patrol officers. These
ini tiati ves are funded through three grant awards from the Department of
Justice, Office of Community Oriented Policing Services (COPS). In order
to assist in meeting grant and operational goals, consulting services are
required. Funding for these services are allowed under the grant
guidelines.
Recently the Napa County Sheriff's Department entered into an agreement
wi th Ci tCom, Inc. to provide grant consulting services. The award was
based upon a competitive bid process and Ci tCom, Inc. was selected from
among five other consulting firms. After a review of this competi ti ve
process and the capabilities of CitCom, Inc., staff recommends that the
City enter into an agreement based on the Napa County Sheriff Department's
competitive process.

Funds are available in the Department of Justice COPS More 98 Grant Other
Contract Services account (account no. 127-349-6291) in the amount of
$28,000, in the Department of Justice COPS Technology Grant Other Contract
Services account (account no. 127-356-6291) in the amount of $50,000, and
in the Department of Justice COPS More Grant Other Contract Services
account (account no. 127-355-6291) in the amount of $22,000.
