RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
Clerk of the Council to execute Amendment No.1 to the License Agreement
with the Orange County Transportation Authority for the construction of
the Art Panels Project at The Depot.

On August 5, 2002, the City Council approved a License Agreement with the
Orange County Transportation Authority (OCTA) for the construction of the
Art Panels Project at the Santa Ana Depot. The proposed amendment
modifies the term of the agreement from a month-to-month to a ten-year
period. The amendment is needed to comply with State funding requirements
for the project.
The Block Wall and Art Panels project is Categorical Exempt under the
California Environmental Quality Act and the City is currently processing
a Categorical Exclusion under the National Environmental Policy Act.
