Adopt a resolution approving submission of an application to the California Department of Housing and Community Development for $500,000 under the CalHome Program. 2 . Authorize the Executive Director of the Community Development Agency to execute the application and all documents relating thereto. Adopt a resolution approving submission of an application to the California Department of Housing and Community Development for $500,000 under the CalHome Program. 2 . Authorize the Executive Director of the Community Development Agency to execute the application and all documents relating thereto. By a vote of 8:0 at its Regular Meeting of August 17, 2004. DJ:SCUSSJ:ON The CalHome Program is a multi-faceted homeownership and rehabilitation program created by the State of California. Its purpose is to make funds available to local public agencies or nonprofit corporations for a variety of programs that benefit low and very low-income households. The City of Santa Ana is currently the recipient of $350,000 in grant funds awarded through the Manufactured Housing component of the CalHome Program. Those funds have been spent or committed to qualified mobile homeowners. 55A-1 CalHome Program Application September 7, 2004 Page 2 The California Department of Housing and Community Development recently announced the availability of an additional $30 million through the CalHome Program. Under the proposed application, the City of Santa Ana is requesting $500, 000 to continue to fund the CalHome Rehabilitation and Replacement Housing Program. If awarded, the grant will be used to fund rehabilitation loans to qualified owners of single-family homes and mobile homes located in the City of Santa Ana. Loan funds will be used to correct unsafe, unhealthy or unsanitary conditions in both single-family homes and mobile homes. The grant would also be used to continue to fund the Replacement Manufactured Housing component of our existing CalHome Program. If awarded, the funds from this application will be used to augment and expand the single-family and mobile home rehabilitation programs currently offered by the City and the Community Redevelopment Agency. Augmentation of these programs with additional CalHome Program funds will help to increase the number of homes occupied by very low and low-income households that are free of code deficiencies and in livable condition. Whitaker Executive Director Community Development Agency PCW/TG/mlr H:Actions\2004CC\CalHameProgApp 9-7-04 55A-2 8/30/04 les RESOLUTION NO. 2004-071 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE CALHOME PROGRAM; THE EXECUTION OF A STANDARD AGREEMENT IF SELECTED FOR SUCH FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE CALHOME PROGRAM BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby finds, determines and declares as follows: A. The City of Santa Ana, a political subdivision of the State of California, wishes to apply for and receive an allocation of funds through the CalHome Program; and B. The California Department of Housing and Community Development (hereinafter referred to as "HCD") has issued a Notice of Funding Availability ("NOFA") for the CalHome program established by Chapter 84, Statutes of 2000 (SB 166 Alarcon), and codified in Chapter 6 (commencing with Section 59650) of Part 2 of Division 31 of the Health and Safety Code (the "statutes"). Pursuant to the statute, HCD is authorized to approve funding allocations utilizing monies made available by the State Legislature to the CalHome program, subject to the terms and conditions of the statute and the CalHome Program Regulations adopted by HCD on August 15, 2003; and C. The City of Santa Ana wishes to submit an application to obtain from HCD an allocation of CalHome funds in the amount of $500,000.00. Section 2. The City of Santa Ana shall submit to HCD an application to participate in the CalHome Program in response to the NOFA which will request a funding allocation for the following activities: To provide rehabilitation and replacement housing loans to owner/occupants of mobile homes located in the City of Santa Ana. Section 3. If the application for funding is approved, the City of Santa Ana hereby agrees to use the CalHome funds for eligible activities in the manner presented in the application as approved by HCD and in accordance with program guidelines cited above. It also may execute any and all other 55A-3 8/30/04 les instruments necessary or required by HCD for participation in the CalHome Program. Section 4. The City of Santa Ana authorizes the City Manager and the Executive Director of the Community Development Agency to execute in the name of the City of Santa Ana, the application, the Standard Agreement, and all other documents required by HCD for participation in the CalHome Program, and any amendments thereto.
