RECOMMENDED ACTION
Award a contract to George Chevrolet for the purchase of two animal
collection vans in the amount of $66,038.99.
DISCUSSION
The Fleet Maintenance Division's annual Equipment Replacement Program
is included in the City's annual budget, and identifies vehicles
scheduled for replacement. Funding is monitored through a depreciation
schedule established with each department.
The Santa Ana Police Department's Animal Services uses specially
equipped trucks for animal control service throughout the City. Animal
Services routinely responds to over 20,000 service calls, impound 4,000
animals, and perform 2,500 corrective actions per year. Due to age and
conditions, two 1999 Ford trucks have been budgeted and approved for
replacement in the current fiscal year. The new vans address the
issues of operator safety regarding back injuries by having a lower
cage loading height, and air conditioning in the animal cage area to
improve the welfare of the animals.
The notice inviting bids was advertised on August 11 and 13, 2004, and
bids were solicited. A summary of the bid invitations and bids
received is as follows:

Bids were received and opened on August 30, 2004 (Exhibit 1). The bids
were evaluated on requirements and specifications. The bid from George
Chevrolet is responsive to the specifications and meets the City's
requirements.
FISCAL IMPACT
Funds are available in the Fleet Services Equipment Replacement
Machinery & Equipment account (account no. 76-145-6641).
