HomeMy WebLinkAbout25B - CONSULTING SERVICES REQUEST FOR COUNCIL ACTION ~ ~ CITY COUNCIL MEETING DATE: CLERK OF COUNCIL USE ONLY: SEPTEMBER 20, 2004 TITLE: APPROVED o As Recommended o As Amended o Ordinance on 1 st Reading o Ordinance on 2nd Reading o Implementing Resolution o Set Public Hearing For AGm:EMENT FOR CABLE TV CONSULTING SERVICES - COMMUNICATIONS SUPPORT GROUP "~J (2?J 1);2 CITY MANAGER CONTINUED TO FILE NUMBER RECOMMENDED ACTION Direct the City Attorney to prepare, and authorize the City Manager and Clerk of the Council to execute an agreement with Communications Support Group to provide cable television franchise consulting services and implementation of transition plan for Channel 3 television programming for a period of one year in an amount not to exceed $80,370. DISCUSSION For the past fifteen years, the City of Santa Ana has contracted for cable television franchise consulting services. Because the franchise agreement between the City and Adelphia Communications is due to expire in February 2005, there are more responsibilities for the cable television franchise consultant. In addition to its usual services, the consultant will implement a transition plan for new areas of responsibility. The transition plan includes 1) implementation of a Community Bulletin Board, 2) arranging for video production of City Council meetings and 3) arranging for playback of City Council meetings. Communication Support Group will continue to provide its standard scope of services including technical support to cable programming, customer service, and franchise compliance and administration. A comprehensive technical performance test of the I-NET and subscriber cable systems is performed on an annual basis, and an annual cable regulatory report is prepared documenting overall cable company (Adelphia) activity and performance. 258-1 Agreement for Cable Television Consulting Services September 20, 2004 Page 2 Communications Support Group provides similar services to several Southern California cities including Yorba Linda. With the company's strong background in the history of cable television in Santa Ana, Communications Support Group is able to provide the City with high quality cable television consulting services. FISCAL IMPACT Funds for this agreement are available in the Community Affairs Division contractual services account (11-232-629l).
