RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to execute an agreement wi th the Orange County
Department of Education in an amount not to exceed $57,346 to fund a One-
Stop Liaison to provide employment and case management services to
Workforce Investment Act Adult and Youth participants.
DISCUSSION
For the past two years, the Orange County Department of Education has been
providing services to the Santa Ana W/O/R/K Center through a One-Stop
Liaison who assists the one-stop customers toward various adult education
and training opportunities available through the Regional Occupational
Programs. The One-Stop Liaison also provides critical staff support under
the Youth Service Navigator component. In addition, the One-Stop Liaison
recruits youth for program services through interfacing with providers and
local agencies, assi s ts wi th determining eligibi li ty, tracks and records
youth participants' progress and follow-up activities, and conducts one-
on-one meetings with service providers to address individual issues and/or
questions pertaining to performance standards.
Due to continuing state budget reductions, the One-Stop Liaison position
wi th the Department of Education remains in jeopardy. Staff recorrunends
that the contract with the Orange County Department of Education be
renewed to ensure that Adult and Youth participants continue receiving
invaluable services.
