The City of Santa Ana is required to prepare a Consolidated plan every
five years. This plan serves as a strategy and action plan for carrying
out and assessing performance of HUD-funded programs and as an
opportunity to integrate into one document the planning and budgeting of
various funds. The plan also serves as the application for Federal funds
under HUD's formula grant programs which include Community Development
Block Grant (CDBG), HOME Investment Partnership Grant (HOME), American
Dream Downpayment Initiative (ADDI), Emergency Shelter Grant (ESG), and
Housing Opportunities for Persons with Aids Grant (HOPWA).

A request for proposals was prepared and a public notice requesting
proposals for the preparation of the Five-Year Consolidated Plan was
published on July 23, 2004, in the Orange County Register. Four request
for proposals were issued to interested parties. The only proposal
received was submitted by Mike Linares, Inc. for $48,419.
A committee reviewed the proposal to determine if it met the
qualifications specified in the Request for Proposal. The proposal met
all of the qualifications based on consultant's experience: working with
Federal and State regulations regarding Housing and Community
Development i preparing the same reports for government entities i and
knowledge of the Santa Ana market. Mike Linares, Inc. has provided
professional services to local government agencies for ten years. Mike
Linares, Inc. has been preparing annual HUD-required action plans and
performance reports for the City of Santa Ana since 1997 and for the City
of Costa Mesa since 1996. Mike Linares, Inc. prepared the 2000-2004
Consolidated plan for the City of Santa Ana and the City of Whittier.
Additionally, Mike Linares, Inc. has worked with the County of Orange for
several years on homeless issues including the preparation of the
continuum of care application. This experience gives Mike Linares, Inc.
the knowledge of housing and community development issues throughout the
county and within the City of Santa Ana. With this knowledge, staff is
confident Mike Linares, Inc. is able to complete the Five-Year
Consolidated Plan. Also, in order to ensure that the fee structure
proposed by Mike Linares, Inc. was competitive, several other local
agencies were contacted.

Funding for the preparation of the Consolidated Plan is available in the
HOME account (account no. 130-148-6291), in the CDBG account (account no.
135-147-6291/80201), and in the HOPWA account (account no. 405-148-6291).
