RECOMMENDED ACTION
1. Award a contract to Steiny and Company, Inc., the lowest responsible
base bidder, in accordance with unit bid prices in the estimated
amount of $381,259.70 for construction of in-pavement flashing
installations and other improvements at various locations.
2. Approve a Funding Analysis with a total estimated construction cost
of $476,600.
DISCUSSION
The intersections of Santa Ana Boulevard and Lacy Street, Civic Center
Drive and Lacy Street, Pomona and Greenville Streets, and Flower and
Anahurst Streets carry heavy pedestrian traffic (Exhibit 1). In some
cases, crossing guards have difficulty getting vehicles to stop at these
intersections. This project includes installation of in-pavement flashing
lighting crosswalks at the intersections of Santa Ana Boulevard/Lacy
Street and Flower Street/Anahurst Street, and activated flashing beacon
crosswalks at the intersections of Civic Center Drive/Lacy Street and
Pomona Avenue/Greenville Street. Also, the project includes the upgrading
of school signs and lighting, and construction of wheelchair ramps.

On December 15, 2003, bids were rejected and staff was authorized to re-
advertise the proj ect. The Notice Inviting Bids was re-advertised on
July 2 and 7, 2004 and bids were opened on August 12, 2004. A summary of
the bid invitations mailed, the bids received, and the bid results
follow.

Environmental Review Nos. 2003-55, 2003-66 and 2003-63 have been
performed and a Categorical Exemption has been filed for this proj ect
pursuant to the California Environmental Quality Act.
FISCAL DlPACT
The Funding Analysis shows a total estimated construction cost of
$476,600 for the project (Exhibit 2). Funds are available in the
Transportation System Improvement Area F Fund (account no. 35-631-6631),
the Traffic System Management Grant Fund (account no. 148-651-6631) and
the Select Street Construction Fund (account no. 59-551-663l).
