Adopt a resolution authorizing the Executive Director of the Community Development Agency to execute all necessary documents to accept the Weed and Seed grant funds and implement the programs. 2. Approve an appropriation adjustment recognizing $450,000 in United States Department of Justice funds and appropriate $225,000 to the S.A.I.N.T program and $225,000 to the S.P.I.R.I.T program. 3. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an amendment to the agreement with the Boys and Girls Club of Santa Ana extending their current contract to September 30, 2005, and increasing the amount of the agreement by $8,400 for a total amount not to exceed $34,400. 4. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an amendment to the agreement with the Santa Ana Unified School District extending their current contract to September 30, 2005, and increasing the amount of the agreement by $8,600 for a total amount not to exceed $95,970. 5. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an amendment to the agreement wi th The Society of St. Vincent De Paul extending their current contract to September 30, 2005, and increasing the amount of the agreement by $12,000 for a total amount not to exceed $24,000. 6. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Families Together of Orange County-Lyon Street Parent Center for a Weed and Seed reading readiness/school readiness program in an amount not to exceed $11,500. 8. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Families Together of Orange County-Lyon Street Parent Center for a Weed and Seed computer program in an amount not to exceed $16,000. 9. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with The Cambodian Family, Inc. for a Weed and Seed tutoring program in an amount not to exceed $13,000. 10. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an agreement with Mexican American Opportunity Foundation for a Weed and Seed tutoring program in an amount not to exceed $11,239. 11. Direct the City Attorney to prepare and authorize the City Manager and the Clerk of the Council to execute an amendment to the agreement with the Orange County probation Department extending its current contract to September 30, 2005, and increasing the amount of the agreement by $11,000 for a total of $18,200. DISCUSSION Over the past four years the City has implemented a Weed and Seed Strategy, which includes the S.A.I.N.T. and S.P.I.R.I.T sites. These sites have received funding to continue to provide services in the areas of law enforcement, community policing, prevention, intervention and treatment, and neighborhood restoration. The City has been awarded $450,000 to continue to operate the program through September 30, 2005. This funding will be divided equally between both sites to provide for the continuation of services. For fiscal year 2004-2005, the S.A.I.N.T. and S.P.I.R.I.T. Steering Committees approved amending the contracts with Weed and Seed partners for the continuation of these services. The contracts will be between the City and the agencies identified below. 20A-2 AA Recognizing S.A.I.N.T and S.P.I.R.I.T Weed and Seed Grant Revenues October 04, 2004 Page 3 The Boys and Girls Club is designated as a S.A.I.N.T Safe Haven site and will provide computer instruction at the McFadden Technology and Learning Center. The instructor will provide training in the use of computers and learning activities that include literacy, mathematics, science, and writing. Kennedy Elementary School is also currently designated as a Safe Haven site for the S.P.I.R.I.T program. The Safe Haven program is a multi-service center providing before and after school services for youth and their families with a focus on reading and science. The Society of St. Vincent De Paul currently operates a Re-entry Program that provides transitional referral services, substance abuse counseling, and support group services to inmates returning to the community. With the additional funds, they will be providing these services on a contractual basis to incarcerated inmates returning to the S.A.I.N.T Weed and Seed community. Probation Officers from the County of Orange Probation Department are currently working with the Santa Ana Police Department (SAPD) to closely monitor youth probationers living in the Weed and Seed areas. probation Officers and SAPD officers conduct operations, including home searches, to ensure the youth are in compliance and meeting the terms of their probation. With the additional funding, these programs will continue to provide services through September 30, 2005. For the fifth and final year of the Weed and Seed Program, the S.A.I.N.T. and S.P.I.R.I.T Steering Committees also recommended agreements for the funding of four additional programs to support the tutoring and computer centers in the Weed and Seed areas. The EI Puente KIDWORKS CDC operates two Centers out of the Myrtle Street and Townsend Street apartment complexes. KIDWORKS is currently designated as a Safe Haven site for the S.A.I.N.T. program and will provide Weed and Seed youth with academic and computer tutoring out of the two centers. Families Together of Orange County-Lyon Street Parent Center is also designated as as. P. R. I . T. Safe Haven program. The Center will provide school readiness activities for youth four and five years of age. The Center will also provide computer instruction to Weed and Seed youth through its Computer Lab. Computer instruction includes Microsoft Word, Excel, powerpoint, Access, and Internet Navigation. The Cambodian Family, Inc. is designated as a Safe Haven program. The Cambodian Family, Inc. will provide computer-assisted homework and academic tutoring in multiple subjects to youth from first through twelfth grades. Students will also receive instruction on Internet navigation and website development. 20A-3 AA Recognizing S.A.I.N.T and S.P.I.R.I.T Weed and Seed Grant Revenues October 04, 2004 Page 4 The Mexican American Opportunity Foundation (MAOF) is designated as a Safe Haven program. The MAOF will provide tutoring services to youth in first through eighth grades. Academic tutoring will be in various subjects with a focus on math, history, and science. FISCAL IMPACT The appropriation adjustment will recognize revenue from the United States Department of Justice for the FY 2004-2005 S.A.I.N.T and S.P.I.R.I.T programs in the amount of $450,000 in the Weed and Seed Sites I/II Revenue account (account no. 126-01-5355). In addition, it will appropriate $225,000 to the S.A.I.N.T Program account (account no. 126-353-various) and $225,000 to the S.P.I.R.I.T Program account (account no. 126-354- various) . Whitaker Executive Director Community Development Agency APPROVED AS TO FUNDS AND ACCOUNTS: oma JI.i , Director Management Services Agency 20A-4 RESOLUTION NO. 2004-077 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE EXECUTIVE DIRECTOR OF THE COMMUNITY DEVELOPMENT AGENCY TO EXECUTE ALL NECESSARY DOCUMENTS TO ACCEPT AND IMPLEMENT THE FY 2004-05 WEED AND SEED GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of Santa Ana hereby finds, determines and declares as follows: A. The City of Santa Ana has been selected to receive a grant from the United States Department of Justice, in the amount of $450,000.00, for the 2004-05 funding year. B. The Omnibus Crime Control and Safe Streets Act provides funds for the Weed and Seed Grants Program. This is the fifth year the grant funds have been allocated to the S.A.I.N.T. Program, in the amount of $225,000.00 and the S.P.I.R.I.T. Program, in the amount of $225,000.00. C. During the 2004-2005 fiscal year, Weed and Seed Grant funding will be utilized to continue to provide services in the areas of law enforcement, community policing, prevention, intervention and treatment, and neighborhood restoration. Section 2. TheCity Council authorizes the Executive Director of the Community Development Agency to execute all necessary documents to implement the 2004 Weed and Seed Grant Continuation Agreement, accept grant funding in the amount of $450,000.00 and appropriate $225,000.00 to the S.A.I.N. T. Program and $225,000.00 to the S.P.I.R.I.T. Program. Section 3. This Resolution shall take effect immediately upon its adoption by the City Council, and the Clerk of the Council shall attest to and certify the vote adopting this Resolution. 20A-5 ADOPTED this day of ,2004.
