RECOMMENDED ACTION
1. Direct the City Attorney to prepare and authorize the City Manager
and the Clerk of the Council to execute a contract amendment with
Catholic Charities to increase the amount of the agreement by
$21,830 not to exceed $119,330.
2. Direct the City Attorney to prepare and authorize the City Manager
and the Clerk of the Council to execute a contract amendment with
Delhi Center to increase the amount of the agreement by $3,996 not
to exceed $85,246.
3. Direct the City Attorney to prepare and authorize the City Manager
and the Clerk of the Council to execute a contract amendment with
Mexican American Opportunity Foundation to increase the amount of
the agreement by $11,263 not to exceed $102,023.
4. Direct the City Attorney to prepare and authorize the City Manager
and the Clerk of the Council to execute a contract amendment with
Orange County Conservation Corps to increase the amount of the
agreement by $1,998 not to exceed $103,113.
5. Direct the City Attorney to prepare and authorize the City Manager
and the Clerk of the Council to execute a contract amendment with
Taller San Jose to increase the amount of the agreement by $1,184
not to exceed $135,132.

6. Direct the City Attorney to prepare and authorize the City Manager
and the Clerk of the Council to execute a contract amendment with
The Cambodian Family to increase the amount of the agreement by
$23,310 not to exceed $108,939.
DISCUSSION
On August 2, 2004, the Santa Ana City Council approved the initial
Federal Empowerment Zone (FEZ) Daisy Wheel Network service provider
contracts for 2004-05. After establishing the unspent balance on the
Service Navigator component of the Daisy Wheel Network from 2003-04, the
Santa Ana W/O/R/K Center has reallocated the 2003-04 balance to the
service providers. These funds will be used to continue to provide
comprehensive employment services to the FEZ clients from 2003-04 who
continue to participate in the FEZ programs provided by the Daisy Wheel
Network.
The unexpended funds will be reallocated as follows: Catholic Charities
$21,830; Delhi Center $3,996; Mexican American Opportunities
Foundation - $11,263; Orange County Conservation Corps. - $1,998; Taller
San Jose - $1,184; and The Cambodian Family - $23,310.
FISCAL IMPACT
Funds are available in the Federal Empowerment Zone Daisy Wheel Network
Program account (account nos. l29-035-various).
