RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to execute an amendment to the agreement between the
Ci ty of Santa Ana, AIDS Service Foundation Orange County and Solari
Enterprises, Inc. in the amount of $45,000.
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to execute an amendment to the agreement between the
Ci ty of Santa Ana and the County of Orange Health Care Agency in the
amount of $190,000.
DISCUSSION
Since 1997 the City of Santa Ana has contracted with AIDS Services
Foundation Orange County and Solari Enterprises, Inc. to administer the
Rental Assistance Program (RAP) funded under the Housing Opportunities For
Persons With AIDS Program (HOPWA). Due to the increases in the Orange
County rental market, the direct Housing Assistance Payment portion of the
contract was greater than anticipated. Staff recommends that prior year
unexpended Housing Assistance Payments be used to amend the agreement with
Solari Enterprises for an additional $45,000 to cover these increases in
rental payments.
The City of Santa Ana has contracted with the Orange County Health Care
Agency since 1993 to provide supportive housing services for persons
living with HIV/AIDS. During the last HOPWA funding cycle, the Orange
County Health Care Agency was unable to expend all the funds within the
one-year term due to its contracting procedures. Staff recommends that
the County's current agreement be amended to include the $190,000 of de-
obligated funds from the County's FY 2003-2004 contract.

FISCAL IMPACT
The Department of Housing and urban Development provides HOPWA funds to
the City. No additional City funding is necessary. Funds are available
in the HOPWA Program account (account no. 405-148-6931).
