RECOMMENDED ACTION
Amend the contract with Freeway Chevron to increase the aggregate limit by
$12,000 not to exceed $22,000 for purchase of gasoline under the Workforce
Investment Act Client Voucher Policy.
DISCUSSION
In 1998 arrangements were made wi th Freeway Chevron, located at 400 E.
Seventeenth Street, Santa Ana, to establish a gasoline voucher program for
Santa Ana W/O/R/K Center program participants. This program allows
eligible participants to obtain a $12 voucher to purchase gasoline at
market rates from Freeway Chevron. These vouchers are part of the
supportive services offered to participants to allow them to find and
retain employment. The arrangement was made with Freeway Chevron because
of the close proximity to the W/O/R/K Center and its willingness to
participate in the program.
With the current economic environment and the rapid increase in the cost
of gasoline, there has been a large increase in gas voucher distribution.
As a result, the $10,000 vendor payment maximum was reached in September.
Staff recommends that the contract with Freeway Chevron be amended in
order to continue these necessary supportive services to eligible
participants.

Funds for this contract are available in the One Stop Adult account
(account no. 123-153-6938), One Stop Dislocated Worker account (account
no. 123-154-6938), the One Stop Youth account (account no. 123-155-6938),
the FEZ Service Navigator account (account no. 129-035-6938), the Social
Services Agency Work Experience account (account no. 124-322-6938), and
the OC NEG Technology account (account no. 124-311-6938).
