DISCUSSION The California Youth Soccer and Recreation Development Program was established under the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 and provides grant funds to develop neighborhood, community, and regional parks and recreation areas. Approximately $46.7 million is available to foster the development of new youth soccer, baseball, softball, and basketball recreation opportunities. The Parks, Recreation and Community Services Agency requests authorization to submit a grant application in the amount of $1,000,000 for the reconfiguration and installation of sports fields at Jerome Park. FISCAL IMPACT There is no fiscal impact associated with this action. ~~~ Executive Director Parks, Recreation and Community Services Agency 55A-1 Resolution No. 2004-078 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE CALIFORNIA YOUTH SOCCER AND RECREATION DEVELOPMENT PROGRAM UNDER THE CALIFORNIA CLEAN WATER, CLEAN AIR, SAFE NEIGHBORHOOD PARKS, AND COASTAL PROTECTION ACT OF 2002 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: Section 1. The City Council of the City of Santa Ana hereby finds, determines and declares as follows: A. The people of the State of California have enacted the California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act of 2002, which provides funds to the State of California for grants to eligible applicants; and B. The California Youth Soccer and Recreation Development Program has been established under the Clean Water Act to provide grant funds to develop new youth soccer, baseball, softball and basketball recreation opportunities. C. The California Department of Parks and Recreation has been delegated responsibility for the administration of the Youth Soccer and Recreation Development Program, setting up necessary procedures governing project application under the program; and C. Said procedures established by the California Department of Parks and Recreation, require the City Council to certify by resolution the approval of the Application before submission of said Application to the State. Section 2. The City Council approves the filing of an application for $1,000,000 in local assistance funds from the Youth Soccer and Recreation Development Program under the California Clean Water, Clean Air, Safe Neighborhood Parks and Coastal Protection Act of 2002, for the installation and reconfiguration of sports fields at Jerome Park; and Section 3. The City Council certifies that the City has or will have available prior to commencement of any work on the project(s) included in this application, sufficient funds to operate and maintain the project(s); and 55A-2 Resolution No. 2004- Page 2 of 3 Section 4. The City Council certifies that the City has reviewed, understands and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and Section 5. The City Council certifies that the project conforms to the recreation element of any applicable city or county general plan; and Section 6. The City Council appoints the City Manager, or the Executive Director of the Parks, Recreation and Community Services Agency or his designee, as agent for the City of Santa Ana to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments and payment requests which may be necessary for the completion of the aforementioned project.
