NO. 04-119) APPROVED o As Recommended o As Amended o Ordinance on 1 st Reading o Ordinance on 2nd Reading o Implementing Resolution o Set Public Hearing For rY upl/a CONTINUED TO FILE NUMBER CITY MANAGER RECOMMENDED ACTION Authorize payment to Advance Petroleum Corporation for the repair on Corporate Yard underground storage fuel tanks in the amount not to exceed $32,000. DISCUSSION The Corporate Yard was constructed In 1994, and contains a fueling station for unleaded and diesel gasoline. In order to operate the fueling station, the City must comply with the South Coast Air Quality Management District's regulation for an annual vapor recovery test. The test was conducted in late August, and disclosed vapor leaks that required immediate emergency repairs, as mandated in the current regulations. The vapor leaks were considered to be an emergency safety issue. As such, the Corporate Yard fueling system was closed until the emergency repairs could be completed. During repairs, the installation of the emergency shut-off valves was also scheduled. In April 2003, Advance Petroleum was awarded a contract to retrofit the fueling station. As such, Advance Petroleum Corporation was contracted to handle the emergency repair because of their knowledge of the Corporate Yard's underground piping system. The Finance and Management Services Agency's Fleet Maintenance Division requests authorization to pay Advance Petroleum Corporation for the work performed. 22C-1 cs. 383 Payment Authorization for Corporate Yard Fuel Tank Repair (Spec.
