1. Award a contract to Orion Contracting, Inc., the lowest responsible
bidder, in accordance with unit bid prices for the base bid plus add-
on alternate one in the estimated amount of $1,682,754 for
construction of Main street Rehabilitation between Edinger and Warner
Avenues.
2. Approve a Funding Analysis with a total estimated construction cost
of $2,103,400.
DISCUSSION
The segment of Main street between Edinger and Warner Avenues has been
identified as a high priority on the City's Pavement Management System.
The pavement is deteriorating due to weather, age and heavy usage. Some
of the adjacent curbs, gutters, sidewalks and driveway approaches are
also in various states of disrepair and require replacement.
This project provides for construction of new street pavement,
replacement of damaged concrete curbs, gutters, sidewalks, cross gutters,
dri veway approaches and curb ramps. The proj ect will include colored
sidewalk and new trees. Once completed, these improvements will enhance
the ride quality, surface drainage and visual appearance of the street.
This segment of Main Street was originally bid in June of 2004 as part of
the Main Street Project between Edinger and Columbine Avenues. The City
Council rejected all bids and directed staff to re-advertise the project.
The Notice Inviting Bids was advertised on August 4 and 6, 2004 and bids
were opened on September 15, 2004. A summary of the bid invitations
mailed, the bids received, and the bid results follows.

A total of seven bids were received and all but two were responsive. All
American Asphalt and R. J. Noble Company did not submit any Disadvantaged
Business Enterprise (DBE) information as required by the bidding
documents and therefore, their bids are considered non-responsive. The
lowest bid was submitted by Orion Contracting, Inc. , for $1, 682, 754,
which is above the Engineer's estimate of $1,680,000.
ENVIRONMENTAL IMPACT
In accordance with the California Environmental
recommended action is exempt from further review.

FISCAL IMPACT
The funding analysis shows a total estimated construction cost of
$2,103,400 for the project (Exhibit 2). Funds are available in the
Measure M Street Construction Fund (account no. 32-551-6631), in the
Selcect Street Construction Fund (account no. 59-551-6631), and in the
south Main Capital Projects Fund (account no. 550-936-6631).
