RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and the
Clerk of the Council to renew the agreement with Joseph R. La Rosa Jr., to
provide asset forfeiture consulting services to the Police Department in
an amount not to exceed $28,800.
DISCUSSION
The Police Department's Special Investigations Unit is responsible for
handling narcotic investigations. To ensure the effectiveness of the
operation, it is necessary to recognize and identify narcotics-related
assets that are subj ect to State and Federal forfeiture laws, which are
extremely complex.
In 1998, the Police Department entered into an agreement with Joseph R. La
Rosa, a recognized expert in the field of asset forfeiture, to ensure that
the City is in compliance with all mandated State and Federal forfeiture
regulations, and that the City maximizes full asset forfeiture
entitlements. In the past years, the increase in revenues generated by the
asset forfeiture program has exceeded the cost of his services. Mr. La
Rosa has performed in a satisfactory manner; therefore, staff recommends
this renewal.
FISCAL IMPACT
Funds are available in the Police Department, Special Investigations
Contractual Services Account (account no. 11-342-6291).
