RECOMMENDED ACTION
Direct the City Attorney to prepare and authorize the City Manager and
Clerk of the Council to execute an agreement with Willdan for plan check
services in an amount not to exceed $45,000.
DISCUSSION
Over the past eight years, the City has utilized contracted staffing
services to address periodic peaks in service demands and temporary staff
shortages. Currently, we are experiencing a backlog in plan check,
causing an additional delay of two to three weeks in the processing of
plan submissions to Building Safety. In order to eliminate the backlog
and maintain a desirable rate of turn-around for our customers, it is
recommended that the City contract for part-time plan examiner services
to assist at the Public Counter. In addition, the contracted plan
examiner will provide additional coverage during the upcoming holidays to
ensure backlogs are held at a minimum.
In addition to Willdan, Vandorpe Chou Associates, Inc. was also
considered, both having been contracted by the City in the past for
inspection services. The available staff at Willdan was far superior for
the services required and the hourly rates were comparable at $55 and $50,
respectively. This agreement would make available the use of contracted
services from Willdan on an "as needed" basis at a rate of $55 per hour.

FISCAL IMPACT
Funds in the amount of $45,000 are available in the Planning and Building
Agency's account for other contractual services (account no. 11-508-6291).
